In Memoriam 

It is with heavy hearts that we share our colleague and friend, Kate Beesch, passed away on May 16, 2022. As the MDE ESEA Title IV, Part A Grant Program Specialist since June 2019, Kate was a fierce advocate of using federal funding to intentionally address the persistent opportunity, participation, and outcome gaps in education. She will be dearly missed by all who had the honor of knowing her. 

As noted in her obituary, Kate's request was for everyone to get regular cancer screenings. There is hope in Kate's story; may her memory be a blessing.

  • June 17, 2022: Updated anticipated date for FFY22/SFY23 ESEA Title grant applications to open in SERVS Financial (FIN401, 406, 414, 417, and 433)
  • June 20, 2022: Draw FFY21/SFY22 funds for expenses incurred July 1, 2021, through March 31, 2022
  • June 30, 2022Accept or decline FFY22/SFY23 awards and initiate applications in SERVS Financial

SY23 ESEA Title Applications in SERVS Financial

After a short delay, the SY23 ESEA Title Applications for finance codes 401, 406, 414, 417, and 433 will soon be available in SERVS Financial. Preliminary awards will be loaded. These are subject to change and will be recalculated in late fall 2022 using the final appropriation provided by the U.S. Department of Education.

Local educational agencies (LEAs) must accept the FFY22/SFY23 awards and initiate their SY23 applications in SERVS Financial by June 30, 2022, in order to begin obligating funds on July 1, 2022. Refer to the ESEA Title Grant Application Tools webpage for tools to support application submission. Training opportunities are listed below and on the MDE Calendar.


New to Federal ESEA Title Programs?

Many school districts and charter schools are in the process of making necessary staff assignment changes and filling vacancies. This often results in new Federal ESEA Title Programs staff. 

MDE would like to proactively assist LEA staff who are new to Federal ESEA Title Programs. The majority of the technical learning should occur before the federal grant applications are due on September 1. In order to support these staff members, please email the following information to: mde.esea@state.mn.us so we can connect them with the right supports: 

  • School district name and number
  • New Federal Programs staff name, email address, and phone number
  • Federal ESEA Title program(s) they will be managing

ESEA Title I Committee of Practitioners (COP) is Seeking Members for 2022–23

The Minnesota Department of Education (MDE) is seeking applications from schools/districts that receive Title I, Part A funds. Parents, administrators, teachers, school business officials, other school leaders, members of local school boards, nonpublic school representatives, student services personnel, specialized instructional support personnel, paraprofessionals, and charter school representatives are invited to apply to serve on the 2022–23 ESEA Title I Committee of Practitioners (COP).

The COP provides MDE ongoing recommendations on a variety of issues related Title I programs. The COP is required by the Elementary and Secondary Education Act (ESEA) which was reauthorized as the Every Student Succeeds Act (ESSA) in 2015.

For more information, including terms, please visit Title I, Part A Committee of Practitioners (COP) Seeking Members for School Year 2022–23. All 2022–23 meetings will take place virtually. If you are interested, please complete the application linked below by August 21. MDE staff will contact you by early September via email regarding the status of your application.

Please forward this to any colleague or parent of a Title I student who might be interested.

The Committee of Practitioners application must be submitted by August 26, 2022.

All meetings this year will take place virtually over a web-based platform. Meetings are tentatively scheduled for the following dates:

  • September 21, 2022 (orientation), from 1 to 2 p.m.
  • November 30, 2022, from 1 to 3 p.m.
  • February 8, 2023, from 1 to 3 p.m.
  • April 26, 2023, from 1 to 3 p.m.

ICYMI: New Grants Provide Tuition-Free Pathways for Students in Foster Care

The cost of higher education is a barrier for many Minnesotans. The Fostering Independence Higher Education Grants is a financial aid program that seeks to eliminate that barrier for Minnesota students who were in the foster care system.

Minnesota residents under age 27 and who were in the Minnesota foster care system at any point after their 13th birthday may be eligible for a grant to cover the cost of tuition at any eligible Minnesota public, participating private, or Tribal College. Accessing the grant is as simple as filling out the Free Application for Federal Student Aid (FAFSA) OR Minnesota Dream Act application

Upcoming Training Opportunities 

Join the MDE Student Access and Opportunity staff for upcoming trainings. All links to join can be found on the MDE Calendar. There is no need to register unless otherwise noted. 

Title Tuesday

Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. There is no need to register.

Title IV Part A High-Quality Application Development

Now that you have a High Quality Title IV, Part A Program developed learn how can you make sure that your Title IV, Part A application reflects the work that has gone into the program development.

Allowable Uses of Title III, Part A Funds

Join MDE staff for an overview of the 2022–23 Title III funding. The presentation will include the purpose of the funds and its requirements will be provided.

ESEA Title Applications – Budget Worksheets

Join MDE staff for an overview of the required budget worksheets for finance codes (FIN) 401, 414, 417, and 433. The session will include an overview of the requirements and how to complete and upload the budget worksheets for each finance code. This is the first of five sessions offered in June, July and August. 

ESEA Title Applications in SERVS Financial

Join MDE staff for an overview of the timeline for applications in SERVS Financial for finance codes (FIN) 401, 406, 414, 417, and 433. The session will include an overview of the application timeline and available resources to support application writing. This session will be offered six times during the summer of 2022.
