Required Seizure Response Training and Action Plan
Effective for the 2022-23 school year and beyond, new Minnesota statutes require Minnesota public schools and charter schools to implement seizure action plans and training to meet the needs of students with a seizure disorder and who may need seizure rescue medication administration. The statute outlines the requirements when an enrolled student requires an individualized plan, how to recognize, respond and provide medication for seizures. It also describes what is required to be included in the seizure action plan:
- At least one employee, at each school site, who is on duty, to respond to the student and implement the seizure action plan,
- That identified employee(s) receives training and a copy of the seizure action plan,
- A school district or charter school must provide all licensed school nurses or, in the absence of a licensed school nurse, a professional nurse or designated individual, and other school staff working with the students appropriate training materials and resources that comply with this requirement.

State Fiscal Year (SFY) 2022 Deductions for State Services for the Blind (SSB)
The SSB spreadsheet is now posted to the Minnesota Department of Education (MDE) website. Select the following from each drop-down menu: Category: Special Education; Subcategory: State Services for the Blind; Year: 2022. Click List files, then the xlsx icon under Data Files. The spreadsheet shows districts that indicated on their Federal Special Education Application Cover Sheet for SFY 2022 that they authorized the Minnesota Department of Education (MDE) to withhold funds for SSB. This agreement with SSB runs through June 30, 2022. The purpose of these funds is to provide braille textbooks/materials and audiotape materials to districts participating under this agreement for students requiring these materials as part of their education. The districts listed on the spreadsheet, granting permission to withhold SSB dollars, do not receive any invoices for the services provided by State Services for the Blind. Therefore, there won’t be any expenditures to enter in the Special Education Data Reporting Application (SEDRA). The spreadsheet indicates the actual amount of funds that are being withheld from your district’s federal Part B Section 611 funds, Uniform Financial Accounting and Reporting Standards (UFARS) Finance Code (FIN) 419, and have been deducted from your allocation in the State Educational Record View and Submission (SERVS) financial system. You will need to log in to SERVS Financial, under Manage allocations/competitive awards, and adjust your award amount.
Districts that did not choose to participate in the agreement are responsible for providing and paying for accessible materials. Districts that chose not to have funds withheld are billed for services by State Services for the Blind; these expenditures should be budgeted in SEDRA.

COMPASS Updates
Data and Assessment Literacy is a fundamental component of creating strong schools. Through COMPASS, MDE will be providing opportunities for continued learning and professional development for district and school leaders around using data and assessments to improve student outcomes. MDE has created a Balanced and Comprehensive Assessment Systems overview document to get schools started with the work to evaluate and improve their current assessment systems. District leaders can gain initial support in developing balanced and comprehensive assessment systems through the Multi-Tiered System of Supports (MnMTSS) courses and cohorts. Hands-on support for developing these systems will be available in the new COMPASS Pathways: Data and Assessment Literacy that will be announced in the coming weeks.
District and school leaders who are interested can join the next round of COMPASS Pathways: MnMTSS, which include a six-session course or a course and cohort group to develop and implement a local MnMTSS. The COMPASS MnMTSS Interest Form will close at midnight on Friday, April 15.
