ESEA Federal Title Programs Update


Assurances and Certifications – What Have You Promised to Do? 

Every federal program comes with "assurances and certifications" that are conditions of accepting the award. In Minnesota, local educational agencies (LEAs) review and sign off on the ESEA Title assurances when they accept the award in SERVS and again each time they sign and submit an ESEA Title application for review. 

These general and program-specific assurances and certifications are now available outside of SERVS, too. On the MDE ESEA Title webpage, find the "ESEA Assurances and Certifications – Fiscal Year 2021-22" document. LEA leaders are encouraged to review and share these with others in their organization, as appropriate.

Setting the Stage for Amendment Window One

Districts and charter schools are able to make changes to their ESEA Title program applications between March 1 and April 30, 2022. This is the final opportunity to add or delete object codes and make any programmatic changes to the application. All applications must be in Funded and Active status in order to be amended.

An application should be amended when one or more of these factors are present for a specific program or LEA:

  • Final awards loaded into SERVS resulted in increased or decreased funds available.
  • The LEA was asked by the grant reviewer during the approval process this fall to revise their application during the spring amendment window. 
  • The LEA's plan changed and now needs updated object codes, edited or adjusted narrative, modified budget justifications or changed budget amounts.
  • The LEA needs to revise the Nonpublic Equitable Share and/or update the related Affirmation of Consultation and Agreement.
  • The LEA contact information, including phone extensions, needs to be updated to reflect changes in staff.

Upcoming Training Opportunities

Documenting Title Program Activities

This session will focus on what information should be recorded and maintained for different types of required or allowable program activities.

English Learner Coordinator Webinar

The English Learner (EL) Coordinator webinars are monthly web events for new and experienced EL program leaders and coordinators in Minnesota. Monthly topics vary and are based on timely information from the Minnesota Department of Education (MDE). Participants will have an opportunity to ask questions to EL Education specialists and others from MDE during each webinar.

Title Tuesday

Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. 

Using Title II funds for Recruitment and Retention Activities

This session will provide information, guidance, and requirements specific to using Title II funds for recruitment and retention activities, including tuition reimbursement and other types of incentive compensation agreements.
