Special Education Data Reporting Application (SEDRA) Appeal Process

The SEDRA system was closed on Monday, December 2, 2019, for 2018-2019.

If the year closed with line errors, the error messages will remain and the expenditures will not be eligible for special education program aid. Districts should review 18-19 turnaround reports, including Special Education/Uniform Financial Accounting and Reporting Standards (UFARS) Comparison and the Special Education Tuition Billing Paraprofessional Hours Comparison to ensure that all data is reported accurately.

Minnesota Statutes, section 127A.49, Aid Adjustments states in subdivision 1, “Omissions. No adjustments to any aid payments made pursuant to this chapter or chapters 120B, 122A, 123A, 123B, 124D, 124E, 125A, and 126C resulting from omissions in district reports, except those adjustments determined by the legislative auditor, shall be made for any school year after December 15 of the next school year, unless otherwise specifically provided by law.”

If you need to make any changes to your SFY 2019 SEDRA data, you will need to submit an appeal memo requesting access to the system via email to the Special Education Funding and Data Team. This appeal memo and changes to your SEDRA data can be accepted ONLY between December 3, 2019, and December 16, 2019.

The appeal request must:

  • Indicate the district name and district number.
  • State the reason why the district could not meet the scheduled closing deadline.
  • Indicate a district contact person name and phone number.
  • Be signed by the special education director or the district business manager.

APPEAL MEMO DEADLINE: December 16, 2019, at 4 p.m. No requests can be honored after that date and time. Please try to submit your appeal prior to December 16, 2019, to allow time to access the SEDRA system with your changes.

If the request is approved, the contact person indicated on the request memo will be notified to arrange for the system to open for entries.
