0-4-Year-Old Census Counts

If your district has not submitted the 0-4 census count for fall 2019, the data is due to the Minnesota Department of Education (MDE) by December 1, 2019. The 0-4 Census Online Data Submission System is scheduled to be shut down on the December 1 due date.

To access the 0-4 Census Online System, go to the MDE website to submit data. Click on Districts, Schools and Educators > Business and Finance > Data Submission > 0-4 Census Data Reporting, or access directly through your approved Education Identity and Access Management (EDIAM) account.

Please forward this information to your district census administrator. If you have any questions regarding the submission of 0-4 census data, please contact Greg Sogaard (651-582-8858).

Note this does not apply to charter schools.

Reminder: Compulsory Instruction Compliance Reporting Deadline is December 1

Per Minnesota Statutes, section 120A.24, subdivision 4, superintendents must make an annual report to the commissioner of education by December 1, 2019, of the total number of nonpublic education children reported as residing in the district. Does not include charter schools. Visit the Compulsory Instruction Compliance Data System to submit your annual report.

In order to complete the report, districts need to establish an account on the Minnesota Department of Education's new Education Identity and Access Management Security System (EDIAM). The EDIAM Security system manages user accounts and authorization to secure website systems for MDE. EDIAM Security is replacing the current MIDMS Security system. For more information on EDIAM Security, including how to create a new account, visit the MDE Data Submissions webpage, or contact MDE User Access at useraccess.mde@state.mn.us

REMINDER: Final EDIAM Security Release Date is November 15

Thank you to everyone involved in making this transition from the old MDE Identity Management System (MIDMS) to the new Education Identity and Access Management (EDIAM) Security system a great success! We are preparing for the final phase of the EDIAM Security Release on Friday, November 15. As of November 15, we will have completed conversion of all MIDMS-secured applications and secure reports to EDIAM Security and will remove references to MIDMS on the Minnesota Department of Education’s (MDE) website.

The last group of secure applications and secure reports which are converting to EDIAM Security on Friday, November 15, are:

  • Career and Technical Education (also known as CTE Levy or CTE Budget)
  • Carl Perkins
  • Carl Perkins Secure Reports
  • Educator Licensing Clock Hours (new system replacing the old licensing clock hours system)
  • Educator Preparation Program Approval System (EPPAS)
  • SERVS Financial

As of Tues., November 12, the Identified Official with Authority (IOwA) for your organization is able to begin authorizing user access to these systems using EDIAM Security. We highly recommend that users who require access to these systems create their EDIAM user IDs and are granted the necessary access authorization prior to Friday, November 15, to minimize disruption due to this transition.

Instructions for using the new EDIAM Security system are available on the MDE Data Submissions website (https://education.mn.gov/MDE/dse/datasub/).

2019 Payable 2020 Levy Limitation and Certification Report

An updated 2019 Payable 2020 Levy Limitation and Certification Report for each school district has been posted to the Minnesota Department of Education (MDE) website for the final levy certification phase. See the 2019 Payable 2020 Process for Final Levy memorandum posted to the Levy Certification Process webpage for information and requirements.
