FY 2020 Concurrent Enrollment Aid Application – Due October 30

Read the September memorandum from Mary Barrie. Postsecondary Enrollment Options (PSEO) Concurrent Enrollment is a program authorized under Minnesota Statutes, section 124D.09, subdivision 10, in which courses are taught in the high school by either a postsecondary professor or an accredited high school teacher. PSEO allows students to earn both high school and postsecondary credit (dual credit). For high schools partnering with postsecondary institutions that are not accredited by the National Alliance of Concurrent Enrollment Partnerships (NACEP), the signed concurrent enrollment program aid application for FY 2020 and required documentation are due to the Minnesota Department of Education no later than October 30, 2019. This deadline has been set so that information can be gathered to determine payments to districts in a timely manner. The application allows the high school to generate concurrent aid for the dual credit courses that are offered at the high school during the 2019-20 school year. A new signed application is required each school year. An application is not required for partnerships with postsecondary institutions that are NACEP accredited.

October 1 Deadline for Nonpublic School Reports to Superintendents

Each year on October 1, as part of Minnesota’s compulsory instruction requirements, nonpublic schools, including educators of both private and homeschool students, are responsible for reporting to the superintendent of the district in which the student resides. If the superintendent does not receive this report, or it appears from the report that the student is receiving instruction in violation of Minnesota’s compulsory instruction requirements (Minn. Stat. §§ 120A.22 or 120A.24), the superintendent must notify the student’s parent, specifically listing the alleged violations. If the alleged violation(s) is not corrected within 15 days of the parent’s receipt of the district notification, the superintendent must request fact-finding and mediation services from the Minnesota Department of Education (Minn. Stat. § 120A.26, subd. 4). Update on Data Available in the Minnesota Department of Education Report Card

Community members who use the Minnesota Department of Education Report Card have noticed changes to some of the reports. These changes are the result of revised privacy protections being implemented by the Minnesota Department of Education (MDE). MDE balances the need to report information about school accountability and student success with the need to protect individual student privacy. State and federal data privacy laws protect educational data about individual students, and the Family Education Rights and Privacy Act (FERPA) prevents MDE from releasing personally identifiable information (PII) about students. Under FERPA, PII includes not only a student’s name or student identifier number but also personal characteristics like unique combinations of demographic information, such as gender, age, and race or ethnicity that could identify a specific student to a reasonable person in the community.
