K-12 Academic Standards in Science Rulemaking Process

The Minnesota Department of Education is beginning the formal rulemaking process for the K-12 academic standards in science. The Request for Comments will be published in the State Register on Monday, July 29, 2019. The Minnesota Department of Education will accept comments on the proposed rule until a Notice of Hearing or a Dual Notice of Adoption is published. For more information about how to submit a comment, please review the Request for Comments that is posted on the Minnesota Department of Education’s K-12 Academic Standards Rulemaking website. A copy of the proposed rules will also be available on the department’s rulemaking website.

English Learners with an Interrupted Formal Education

English Learners with an Interrupted Formal Education (SLIFE) are eligible to continue participation in Graduation Incentives Programs and Concurrent Enrollment courses until age 22.

Minnesota Statutes, section 124D.68,  allows SLIFE students who had aged out of the education program in school year 2018-19 to continue for an additional year. For fiscal years 2020 and 2021, a pupil otherwise qualifying under section 124D.68 who is at least 21 years of age and not yet 22 years of age, and is an English learner with an interrupted formal education according to section 124D.59, subdivision 2a, is eligible to participate in graduation incentives programs under section 124D.68 and in concurrent enrollment courses offered under section 124D.09, subdivision 10, and will be funded in the same manner as other pupils under these sections.

SLIFE-identified students make up a unique subset of English learners. The Minnesota Learning English for Academic Proficiency and Success (LEAPS) Act defines SLIFE as a student who meets at least three of the following criteria:

  • Comes from a home where the language usually spoken is other than English, or who usually speaks a language other than English.
  • Entered school in the United States after grade six.
  • Has at least two years less schooling than the English learner’s peers.
  • Functions at least two years below expected grade level in reading and mathematics.
  • May be preliterate in the English learner’s native language.

If you have not already done so, please reach out to eligible SLIF- identified students and share this information with them. Students who turn 22 during the 2019-20 school year retain eligibility for participation in these programs through the remainder of the school year.

Updated Legislation to Diversify the Teaching Workforce

During the 2019 legislative session, the Minnesota Legislature named the Minnesota Professional Educator Licensing Standards Board (PELSB) as the administrator of the Collaborative Urban and Greater Minnesota Educators of Color (CUGMEC) Grant program, formerly known as the Collaborative Urban Educators (CUE) Grant. The goal of this grant is to recruit and support people of color and American Indians into the teaching profession. This is a dynamic opportunity to recommend people of color and American Indian staff who are interested in pursuing a teaching career.
