Career and Technical Education Levy Revenue Reporting – Due September 17

Read the July 11 memorandum, Career and Technical Education (CTE) Levy Reporting, from Heather Mueller, Senior Director for Teaching and Learning, and Paula Palmer, Director of the Career and College Success Division. The CTE Levy reporting system will open July 15 for entering district CTE actual expenditures in fiscal year 19 (2018-19 school year). Actual expenditures must be entered for approved CTE programs by September 17.

Minnesota Statutes, section 124D.4531, allows a district with a career and technical program approved under this section to be eligible for career and technical revenue equal to 35 percent of approved expenditures in the fiscal year in which the levy is certified.

Pregnant and Parenting Pupil Transportation

The 2019 legislative session appropriated money to reimburse districts providing transportation to an eligible program for pregnant and parenting pupils, which may include both parenting mothers and fathers. An eligible program is defined as:

  • In existence as of January 1, 2018, and offers:
    • academic instruction;
    • at least four hours per week of parenting instruction; and
    • high-quality child care on site during the education day with the capacity to serve all children of enrolled pupils.

If you offer a program that meets these criteria and would like to be considered eligible for these funds, please respond to Sharon Peck with a description of this program. Include the name of the program and the site number under which you report the students in this program. The program must have a dedicated site number under which only the students in the program for pregnant and parenting pupils are reported. This will allow Minnesota Department of Education to verify enrollment of students on whose behalf you request reimbursement. Your district’s site verification coordinator can request a site number through the District and School Site Verification website if you do not already have a dedicated site number. If the program for pregnant and parenting pupils is not part of the district’s state approved area learning center, please include that comment in your program’s description.

Postsecondary Enrollment Options – New Legislation

Postsecondary Enrollment Options (PSEO) and concurrent enrollment eligibility and program requirements are outlined in Minnesota Statutes, section 124D.09, the Postsecondary Enrollment Options Act. During the 2019 legislative session, the following pieces were added, effective during the 2019-20 school year:

  • Definition of eligible institutions, subdivision 3: Includes opportunities at industrialization centers accredited by any accreditor recognized by the United States Department of Education.
  • Definition of alternative pupil, subdivision 4: Includes 10th-grade nonpublic and home school students as eligible to participate in PSEO. According to subdivision 4 (b), 10th-grade alternative pupils are allowed to participate in PSEO only if both of the following conditions are met: 1) the student is enrolled in one career or technical course (CTE) offered by an eligible institution; and 2) received a passing score on the eighth-grade Minnesota Comprehensive Assessment or another reading assessment accepted by the enrolling postsecondary institution. If a 10th-grade alternative pupil receives a grade of “C” or better in the CTE course, the postsecondary institution must allow the student to take additional postsecondary courses.
  • Dissemination of information, subdivision 7: School districts and charter schools must annually provide up-to-date information about PSEO options on their websites and in materials that are distributed to parents and students by whichever date is earlier: 1) three weeks prior to the date students must register for district courses for the following school year, or 2) March 1. 
  • Enrollment priority, subdivision 9 (e): Postsecondary institutions must allow secondary students to enroll in online courses under this section consistent with the institution’s policy regarding postsecondary student enrollment in online courses.

SEMINAR

Online and Digital Learning Summer Seminar – July 30

The Online and Digital Learning Summer Seminar is an opportunity for teachers and administrators in K-12 online, hybrid, or blended learning environments to network, share, and learn. Participants will engage with a variety of session formats facilitated by teachers, program administrators, students, and MDE staff focused on improving student learning. CEUs will be available. Coffee, tea and water will be provided.

Date: July 30, 2019

Time: 8 a.m.-12 p.m.

Location: Minnesota Department of Education (MDE), 1500 Highway 36 West, Roseville, MN 55113, Conference Center B, Rooms 15, 16, 17, 18. MDE has complimentary visitor parking.
