Renewal of Expiring Board-Approved Referendum Authority

Please read the Renewal of Expiring Board-Approved Referendum Authority memorandum from Tom Melcher. This notifies school districts with school board-approved operating referendum revenue authority expiring at the end of fiscal year (FY) 2020 of the steps needed to ensure that there is no loss of revenue in FY21 and later as a result of the expiration.

Renewing the expiring board-approved referendum authority by June 30 is critical for school districts that have other referendum authority for FY21 in addition to the expiring board-approved referendum authority. For these districts, failure to renew the expiring board-approved referendum authority by June 30 will result in a loss of revenue. The subtraction from referendum revenue to offset the $300 increase in the Local Optional Revenue (LOR) allowance will be taken from the district’s remaining referendum authority if the board-approved authority is allowed to expire.

Long-Term Facilities Maintenance Program Update for Fiscal Year 2021 – Due July 31, 2019

The following documentation has been posted to the Long-Term Facilities Maintenance (LTFM) webpage for school districts to use for the FY21 LTFM submission:

To qualify for LTFM revenue (Minn. Stat. § 123B.595, subd. 4), a school district, intermediate district, or other cooperative units must have a 10-year facility plan adopted by the school board and approved by the commissioner. This does not include charter schools.

The plan must be updated annually and indicate whether the district will issue bonds to finance the plan or levy for the costs. School districts issuing bonds must include a debt service schedule demonstrating that the debt service revenue required to pay principal and interest on the bonds each year will not exceed the projected LTFM revenue for that year.

For 19 payable 20 – levy (FY21), the district must submit the updated and approved LTFM documentation to the commissioner by July 31, 2019. Email LTFM address with your submission.

New Funding Opportunity for Homeless Students in Rural and Tribal Areas

The Minnesota Department of Human Services – Office of Economic Opportunity (OEO), in partnership with the Minnesota Department of Education, the Office to Prevent and End Homelessness, and Minnesota Housing, has just released a Request for Proposals (RFP) to implement a school-based host home program for students experiencing homelessness or at-risk of experiencing homelessness in rural and/or tribal areas of Minnesota. Proposals are due July 11, 2019, with an intended start date in the fall.

This approach is modeled on a successful program in rural Washington state, the Mason County HOST program, and creates a unique opportunity for schools in rural and Tribal areas to partner with other organizations in creating stable housing options for young people facing homelessness.

Sixth Annual New Teacher Support Summit ‒ November 6, 2019

The Minnesota Association for Supervision and Curriculum Development (ASCD), along with the Minnesota Department of Education’s Division of School Support, is sponsoring the sixth annual New Teacher Support Summit: Supporting Teacher Development: New Skills for Principals in Supervision and Evaluation. The summit will be held at the St. Cloud Holiday Inn, 75 South 37th Avenue, St. Cloud,  Minnesota from 8 a.m. to 3 p.m. on Wednesday, November 6, 2019. Registration includes breakfast, lunch, and refreshments and a presentation from keynote speaker Debra Eckerman Pitton.
