Career and Technical Education Levy Revenue Reporting – Due June 7

Read the memo regarding Career and Technical Education (CTE) levy reporting from Heather Mueller, senior director for Teaching and Learning, and Paula Palmer, director of the Office of Career and College Success. The CTE Levy reporting system will open May 17 for entering the anticipated FY20 (2019-20 school year) budgets. Budgets must be entered for approved CTE programs by June 7.

Minnesota Statutes, section 124D.4531, directs the Minnesota Department of Education to annually recalculate the authority of a school district to levy for costs associated with its CTE programs. Districts must submit annual budgets for their CTE programs to qualify for this permissive levy.

State Fiscal Year 2018 Federal Requirements for Maintenance of Effort for Special Education Services

Please read the SFY 2018 Federal Requirements for Maintenance of Effort (MOE) for Special Education Services memorandum from the Division of School Finance. Annually, the Division of School Finance, Special Education Funding and Data Team, review the MOE of each local educational agency (LEA) (local school district, charter school and special education cooperative). If the review process indicates that an LEA has not maintained effort, a letter of notification will be sent.

This memorandum provides a summary of the Individuals with Disabilities Education Act (IDEA) requirements used in that review.

Recovery Program Approval

Requests for approval are now available for recovery programs seeking approval by the Minnesota Department of Education (MDE). Any Minnesota public school district and/or charter school offering recovery programs to students in recovery from substance use and/or co-occurring disorders may apply for approval.

The process for becoming an approved recovery program includes submission of a biannual request for approval to verify that the recovery program meets the statutory requirements for approval as identified in Minnesota Statutes, section 124D.695, subdivision 1. Requests for approval for state fiscal years 2020 and 2021 are due May 20, 2019. The request for approval form and instructions can found in the Electronic Grants Management Directory website.

Recovery programs in Minnesota are not required to be approved by MDE to operate; however, only approved programs are eligible to apply for a Recovery Program Grant.

Learn How to Use Restorative Practices in Schools

The School Safety Technical Assistance Center is offering restorative practices training in Bemidji and Cloquet, June 10-14, and in Crystal, June 17-21. Restorative practices is an indigenous approach schools can use to improve school climate and reduce discipline disparities. It focuses on building relationships and creating community in school to prevent harm, to repair relationships and to address the needs of everyone impacted by the harm. World's Best Workforce (WBWF) District Support

Minnesota Department of Education (MDE) has partnered with the Midwest Regional Education Lab (REL) to conduct a review of 2017-18 World's Best Workforce (WBWF) summaries to learn more about the local efforts to advance equitable access and outcomes across the state. As a result of this process, REL has identified emerging practices, local needs, and successes and challenges in implementing the following WBWF priorities: (1) equitable access to effective, experienced, and in-field teachers, (2) access to diverse teachers, (3) public reporting of teacher equity data, and (4) closing achievement gaps between student groups.  

As a next step, MDE and REL will host a webinar on May 29 to share the findings.

May 29 Webinar Overview
During this webinar, district staff will learn about emerging practices that have supported progress on local efforts to advance equitable access to excellent and diverse teachers as well as efforts to close achievement gaps. Successes and challenges in implementing these efforts at the local level will be presented. District/charter staff will also have the opportunity to provide feedback and reactions to the REL findings.
