July 31, 2018, Deadline – Fiscal Year 2020 Long-Term Facilities Maintenance Ten-Year Plan Submissions

All school districts or intermediates and cooperatives are reminded that 2018 payable 2019 levy for Fiscal Year (FY) 2020 Long-Term Facilities Maintenance (LTFM) ten-year plan submissions are due by July 31, 2018, (Minn. Stat. § 123B.595). Required FY 2020 LTFM documentation may be found on the LTFM webpage. The following applicable FY 2020 LTFM ten-year plan documentation should be submitted by the July 31 deadline for commissioner approval:

School District LTFM Documentation Requirements:

  1. Ten-year expenditure Excel spreadsheet, not PDF format
    Additional documentation may be required for issuance of bonds (requires a bond schedule), health and safety projects costing $100,000 or more per site, per year for Finance Codes 358, 363 and 366 (requires a narrative), and deferred maintenance projects costing $2,000,000 or more per site, per year (requires a narrative).
  2. Ten-year revenue projection Excel spreadsheet, not PDF format
  3. School board resolution, approved meeting minutes, or notarized extract of minutes adopting the LTFM ten-year plans (signed by the clerk)
  4. Statement of assurances (signed by the superintendent)

Intermediates or Cooperative LTFM Documentation Requirements:

  1. Ten-year expenditure Excel spreadsheet, not PDF format (plus any applicable additional documentation listed above)
  2. School board resolutions from all school districts adopting the LTFM ten-year plans (signed by the clerk)
  3. Statement of assurances (signed by the intermediate or cooperative director)
  4. Intermediate/cooperative district LTFM revenue allocation report

Report Count of Denied Open Enrollment Applications for 2017-18 to MDE

Minnesota Statutes, section 124D.03, subdivision 2(b) indicates, “A district that limits enrollment of nonresident pupils under paragraph (a) shall report to the commissioner by July 15 on the number of nonresident pupils denied admission due to the limitations on the enrollment of nonresident pupils.” If your school district denied any open enrollment applications under Minnesota Statutes 124D.03, Subdivision 2(b), in the 2017-18 school year, please complete the Denied Open Enrollment 2017-2018 report by Friday, August 3. School districts that did not deny any open enrollment applications, charter schools and alternative learning schools do not need to complete this report. Career and Technical Education Levy Revenue Reporting Due September 20

Read the July 19 memorandum regarding Career Technical Education (CTE) Levy Reporting from Chief Academic Officer Greg Keith, and Paula Palmer, Director of the Office of Career and College Success. The CTE Levy reporting system will open July 20 for entering district CTE actual expenditures in FY18 (2017-18 school year). Actual expenditures must be entered for approved CTE programs by September 20.

Minnesota Statutes, section 124D.4531, allows a district with a career and technical program approved under this section to be eligible for career and technical revenue equal to 35 percent of approved expenditures in the fiscal year in which the levy is certified.

Register for School Safety Grant Webinar

The Minnesota Department of Education, in conjunction with the Minnesota Department of Public Safety, has scheduled a webinar to provide an overview of the school safety grant opportunity that was passed with the 2018 legislative session.
