ACTION ITEMS |
Personal learning plan requirements are outlined in Minnesota Statutes, section 120B.125, Planning for Students’ Successful Transition to Postsecondary Education and Employment. During the 2017 legislative session, the following language was added, effective during the 2017-2018 school year:
- Students and parents/guardians (if student is a minor) must be informed of the student’s achievement level score on the Minnesota Comprehensive Assessments (MCAs) that are administered during high school;
- Students who do not meet or exceed Minnesota academic standards, as measured by the MCAs, must be informed that admission to a public school is free and available to any resident under 21 years of age and their personal learning plan should continue while the student is enrolled. Please refer to Minnesota Statutes, section 120A.20, subdivision 1, paragraph (c) for age limitations for students who turn 21 after enrollment.
Visit the Personal Learning Plans webpage for more information. Email Beth Barsness or call 651-582-8336 with additional questions.

By March 1 of each year, a district must provide up-to-date information on the district's website, and in materials that are distributed to parents and students, about PSEO programs—including information about enrollment requirements and the opportunity to earn postsecondary credit—to all pupils in grades 8, 9, 10, and 11 (Minnesota Statutes, section 124D.09, subdivision 7). In an effort to provide consistent and helpful guidance about PSEO, suggested language is available on the department website that may be used to satisfy the statutory obligation to notify parents and students. This language has been updated to reflect legislative additions to the PSEO statute. At a minimum, this language should be available on district websites and materials distributed to families about the program opportunity. In addition, the PSEO Reference Guide is a tool for educators and families, and is available on the PSEO program webpage.
If you have any questions, contact Beth Barsness (651-582-8845).
