English Learners with an Interrupted Formal Education (SLIFE) in Early Middle College Programs

The 2017 Legislature has amended the Graduation Incentive statute (Minnesota Statutes, section 124D.68) to include a new category of students eligible to participate in Graduation Incentives programs. This legislation allows students identified as English Learners with an Interrupted Formal Education (SLIFE) who were in an Early/Middle College program last year but had aged out to continue in the program for an additional year. For the 2017-2018 school year only, a pupil who is at least 21 years of age and not yet 22 years of age, identified as a SLIFE student according to section 124D.59, subdivision 2a, and who was in an approved Early/Middle College program during the previous school year is eligible to participate in the graduation incentive program under section 124D.68 and in concurrent enrollment courses offered under section 124D.09, subdivision 10, and will be funded in the same manner as other pupils under this section.

Important ESSA Update for Districts, Charters and Educators

The 2017-18 school year will be one of transition to our new accountability, reporting, school improvement and recognition system under the Every Student Succeeds Act (ESSA). Some components of ESSA take effect this coming school year, while much of the data reporting, school improvement and accountability requirements are not in place until 2018-19. We have developed an e-learning module and an accompanying overview document that can be viewed at your convenience and easily shared with your colleagues and provides an overview of ESSA requirements going into effect this coming school year. Please note that this e-learning module replaces the June 1 webinar that was interrupted with technical difficulties. For more information, visit our ESSA webpage.

Annual Designation of the Identified Official with Authority (IOwA) for the MDE External User Access Recertification System

If you are a new superintendent or charter school director, or if you have not already done so, it is time to recertify your IOwA for the Minnesota Department of Education (MDE) External User Access Recertification System for FY18. The identified official with authority needs to be designated and reviewed annually in accordance with Minnesota State Access Control Security Standard 1.0.

Only the identified official with authority (e.g., superintendent, executive director, director, or board chair) is allowed to authorize access by local education agency users to MDE secure websites. For further information, including a frequently asked questions document and instructions for designating the IOwA, visit the External User Access Recertification webpage.
