Voice and Action // Voz y Acción
Welcome to the inaugural edition of "Voice and Action // Voz y Acción", a newsletter dedicated to empowering the Latino community in Minnesota through informed engagement with legislation and public policy. Our name, "Voice and Action," embodies our core mission: to amplify the voices of Latino Minnesotans and spur proactive action in policy and governance. This bilingual title reflects our commitment to inclusivity, resonating with Spanish and English speakers.
With the guiding principle of "Advise and inform on legislation and policy with Latino Minnesotans," we aim to provide valuable insights, facilitate meaningful dialogue, and encourage active participation in shaping the policies that impact our community. Each edition of "Voice and Action" will serve as a source of critical information and a platform for empowerment, where knowledge leads to action, and voices are transformed into positive change.
Bienvenidos a la primera edición de “Voice and Action // Voz y Acción", un boletín para apoyar a la comunidad Latina en Minnesota. El conocimiento sobre leyes y políticas empodera a la comunidad. Con "Voz y Acción" queremos que se escuchen más las voces de los Latinos en Minnesota y que esto lleve a mejores decisiones. Este boletín, que se puede leer en español y en inglés, es para todos.
Nuestro principal objetivo es "Aconsejar e informar sobre leyes y políticas con los Latinos de Minnesota". Queremos ofrecer información útil, hablar de temas importantes y animarlos a participar en cómo se hacen las leyes que les afectan. We have two new staff members that have joined the council this month. Estefania Jauregui is our Office Manager, and Luis Argueta is our Communications and Public Affairs Director.
Tenemos dos nuevos miembros del personal que se unieron al Consejo en este mes. Estefanía Jáuregui es nuestra Administradora de Oficina, y Luis Argueta es nuestro Director de Comunicaciones y Asuntos Públicos.
Raised in the Twin Cities, Estefania is a proud Mexican-American with deep family values. With a bachelor’s degree in history and religion from Hamline University, she graduated with cum laude and departmental honors. Estefania is no stranger to MCLA’s work and mission, having served as a policy fellow with us during the 2021 legislative session. She holds a strong passion for research and community organizing and is excited to continue supporting MCLA and the Latine community.
Criada en Minneapolis, Estefanía es una orgullosa mexicana-americana con profundos valores familiares. Con una licenciatura en historia y religión de la Universidad de Hamline, se graduó con honores cum laude y honores departamentales. Estefanía conoce bien el trabajo y la misión de MCLA, ya que fue pasante de políticas con nosotros durante la sesión legislativa de 2021. Tiene una gran pasión por la investigación y la organización comunitaria y está emocionada de continuar apoyando a MCLA y a la comunidad latina.

In the past 17 years, Luis Argueta has distinguished himself through his impactful contributions across government, technology, and media. His journey, deeply rooted in his Salvadoran-American heritage, began with an early interest in video editing and photography. Luis' passion for human rights advocacy and commitment to making a difference drive him in his role at the Minnesota Council on Latino Affairs. His expertise in strategic communications, policy engagement, and community outreach aligns with the Council's mission. Luis is enthusiastic about contributing to the Council's initiatives, working to amplify the voices and stories of Minnesota's diverse Latino communities.
En los últimos 17 años, Luis Argueta se ha distinguido por sus contribuciones impactantes en el gobierno, la tecnología y los medios de comunicación. Su trayectoria, arraigada en su herencia salvadoreña-americana, comenzó con un temprano interés en video y la fotografía. Claim tax credits with an ITIN number | Reclame créditos fiscales con un número de ITIN
Last week, the Minnesota Department of Revenue's Latino Outreach Coordinator, Denise Rivera, shared a presentation on the Working Family Credit and the Child Tax Credit. She highlighted that 90% of MN households qualify for the Minnesota Child Tax Credit, and 1 out of 10 qualified homes do not claim the credits because they do not file taxes.
She shared that with a federal ITIN number, the Department of Revenue allows Minnesota residents to file, and if they meet qualifications, they can claim the refundable credits.

La semana pasada, Denise Rivera, Coordinadora de Enlace Latino del Departamento de Ingresos de Minnesota, compartió una presentación sobre el Crédito por Familia Trabajadora de Minnesota y el Crédito Fiscal por Hijos de Minnesota. Compartió que el 90% de los hogares en Minnesota califican para el Crédito Fiscal por Hijos de Minnesota, y que 1 de cada 10 hogares elegibles no reclaman los créditos porque no declaran sus impuestos.

Earned Sick and Safe Time | Tiempo Devengado (acumulado) por Enfermedad y Razones de Seguridad
Effective Jan. 1, 2024, Minnesota’s Earned Sick and Safe Time (ESST) law, requires employers to provide earned sick and safe paid leave to employees who work in Minnesota.
- An employee is anyone who works at least 80 hours in a year for an employer in Minnesota but does not include independent contractors.
- Temporary and part-time employees are covered under the law.
- Employers must provide each employee in Minnesota with one hour of ESST for every 30 hours worked, with the ability to accumulate at least 48 hours of ESST each year.
A partir del 1 de Enero de 2024, la ley de Tiempo Devengado por Enfermedad y Razones de Seguridad (ESST) de Minnesota exige que los empleadores proporcionen permiso con goce de sueldo por enfermedad y seguridad a los empleados que trabajen en Minnesota.

This initiative is designed to offer greater flexibility and inclusivity, extending beyond the traditional limitations of full-time employment. Unlike conventional benefits tethered to one full-time job, Paid Leave is structured to follow individuals across various employments, making it especially accommodating for those with multiple or seasonal positions.

Community Outreach: The Paid Leave program will partner with community-based organizations on public outreach. The law includes a special grant program for this.

Program Structure and Hiring: The Paid Leave team, a newly established unit, is expanding its workforce. This team is central to the ongoing development and refinement of the program, ensuring it meets the needs of Minnesota's diverse workforce.

Paid Leave vs. Family and Medical Leave Act (FMLA): Unlike FMLA, which provides unpaid, job-protected leave, Minnesota's Paid Leave program offers leave with pay. This distinction is crucial as it ensures financial support for employees during their leave.

Paid Leave vs. Earned Sick and Safe Time (ESST): Minnesota's new ESST law mandates employers to allow workers to accrue paid time off for sickness or safety concerns. Paid Leave is a separate entity with a broader scope.

As the Paid Leave team continues to refine and promote this initiative, it promises a more supportive work environment for all Minnesotans.
La Licencia Familiar y Médica Remunerada (o Permiso Remunerado) es un nuevo programa que se lanzará para los habitantes de Minnesota en 2026. El programa ofrece tiempo libre remunerado cuando una condición de salud grave te impide trabajar, cuando necesitas tiempo para cuidar a un miembro de la familia o un nuevo hijo, para ciertos eventos relacionados con el servicio militar o por cuestiones de seguridad personal.

State Emblems Redesign Commission completes its task | Comisión para el Rediseño de Emblemas Estatales finaliza su labor
 Luis Fitch, a renowned figure in the design world, was appointed to the State Emblem Redesign Commission by the Minnesota Council on Latino Affairs in August, reflecting the state's commitment to diversity and inclusivity in its representation. Fitch's expertise and vision have been recognized by his peers, leading to his election as the chair of this 13-member commission. Tasked with the significant responsibility of redesigning Minnesota's state seal and flag, the commission, under Fitch's leadership, embarked on a journey to select symbols that resonate with the state's evolving identity.
During a pivotal moment in the decision-making process, Executive Director, Rosa Tock, and Communications and Public Affairs Director, Luis Argueta, seized the opportunity to delve deeper into the selection process through a discussion with Chair Luis Fitch. This interaction offered valuable insights into the complexities and considerations involved in this historic undertaking.
Thanks to Luis' leadership, a new seal and a new flag for the State of Minnesota were finally selected by the Commission within the statutory deadline! MCLA thanks him for his exemplary leadership and significant contribution to this landmark project, highlighting the importance of representative and thoughtful designs in state symbols.

Paid Family and Medical Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a serious health condition that prevents them from working or when they need time to care for a family member or a new child.
The Chief Operating Officer, reporting directly to the Division Director, is a vital member of the senior management team and is responsible for the day-to-day operations of the division, managing a diverse group of core business operations, including Contact Center Operations, Benefits, Contributions, and Exceptions, Appeals, and Internal Controls.
The Chief Operating Officer collaborates with the Division Director in setting and driving organizational vision, operations strategy, and hiring needs. The position is responsible for translating strategy into actionable steps for growth, implementing agency-wide goal setting, performance management, and annual operations planning. The incumbent will be a leader within the organization responsible for driving operational excellence across departments and the Division, instilling a supportive culture of success.
