Accessibility Updates to RLP and ELP Documents
As part of our ongoing digital accessibility project, we have made updates to the following documents:
We have also created an Emergency and Accessibility Loan File Requirements Checklist. Use this checklist for all Emergency and Accessibility loans moving forward.
All of these documents are found in the Rehabilitation and Emergency & Accessibility Loan Programs Forms Guide and Glossary.
The updated documents and the new checklist should be used effective October 22, 2026.
RLP/ELP Improvement Project Update
Thank you for helping us shape the future of Minnesota Housing’s Rehabilitation Loan Program (RLP) and Emergency & Accessibility Loan Program (ELP) by completing the spring survey. We are writing with a brief update on our improvement work and to offer another opportunity to share feedback. This effort began in late 2025 and supports Minnesota Housing’s 2024–2027 Strategic Plan to make our programs easier to access and use.
We’re now developing and prioritizing solution ideas based on what we learned through customer and partner engagement. These insights give us a strong foundation for meaningful improvements.
As we explore solutions, several early themes are taking shape. These may continue to evolve, but they help show where we’re focusing next:
-
Program Simplification – Strong need to make processes clearer, easier and more consistent
-
Income Limits & Equity – Current income limits, especially the 30% area median income (AMI) cap, may exclude working homeowners and contribute to disparities
-
Borrower Experience – Borrowers want clearer communication, more transparency and more say in project decisions
-
Lender Network & Roles – Limited lender availability and unclear roles can create program access challenges and inconsistent experience
-
Loan Terms & Funding – Concerns about loan amount limits, long maturities and rising construction costs highlight the need for more flexible structures
Did we capture your feedback accurately? If you’d like to share more about your experience, please email RLP.ELP@state.mn.us.
We’ll continue refining these areas and will share updates as the project moves forward.
Thank you for your partnership.
