Updated Start Up and Step Up Procedural Manuals
The following procedural manual changes go into effect September 1. Chapter 7 of the Start Up Procedural Manual regarding the DPL and DPL+ programs was updated to:
- Incorporate guidance indicating that the asset limit must be met unless the underlying loan program guidelines require greater reserves
- Remove the heading “7.12 Deferred Payment Loan Plus”
The following changes were made to the signature requirements in the Start Up and Step Up Procedural Manuals:
- Updated guidance to reflect that Minnesota Housing accepts documents that are signed electronically, except the Monthly Payment Loan note and mortgage, and the Deferred Payment Loan (DPL/DPL+) note and mortgage. This change conforms to requirements of our servicer, U.S. Bank Home Mortgage, as well as Minnesota Housing’s eSignature policy.
Start Up Program Affidavit
The following updates to the Start Up Loan Program Affidavit will be effective for loans locked in the commitment system on or after September 2:
- Added section 20
- Expanded the signature block.
All lenders using Start Up must review, investigate and evaluate sections 2 through 20 and ensure all applicable parties sign the affidavit.

The Monthly Payment Downpayment Assistance Loan (MPL)
What first mortgage program can the MPL be used with?
What loan term does the second mortgage offer?
Are loan disclosures required?
- Yes! The MPL follows TRID requirements with the LE/CD and is disclosed separately from the first mortgage.
How is the interest rate for the MPL determined?
- The interest rate is equal to the Start Up or Step Up first mortgage rate.
Is there a post-closing liquid asset limit or minimum housing ratio with MPL?
Is the borrower required to meet the minimum contribution requirement when using MPL?
- Yes! $1,000 or 1% of the purchase price, whichever is less.

Minnesota Housing Closed on Labor Day
Minnesota Housing will be closed on Monday, September 7 in observance of Labor Day. Lenders will be unable to lock loans from 5 p.m. on Friday, September 4 until 10 a.m. on Tuesday, September 8.
Reminder: Accessibility Updates to Minnesota Housing Documents
Over the coming months we will be updating documents and resources located on Minnesota Housing’s webpage and in our Partner Portal to make them more accessible to visually impaired users. Changes will include the following:
- Reorganizing content to allow for compatibility with screen readers
- Moving content from PDFs onto webpages
- Making minor formatting changes
- Updating forms and worksheets
We will inform you of any documents that have significant changes.

The Monthly Update & Hot Topics Call is for our lending and other community partners. During these calls we review recent Minnesota Housing updates and important information to help you originate and process our loans. Lenders are welcome to submit questions or topics to discuss on the call. This is a great venue to have more in-depth discussion on advanced topics.
