FINAL REMINDER: Pre-Applications Due THIS THURSDAY, May 28
The pre-application checklists for the HUD Section 811 PRA Program and the ICT Selection Criterion are available in the Multifamily Customer Portal and are due by noon Central time this Thursday, May 28, 2026.
Pre-applications are optional; however, they are required for each funding round if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. Pre-application materials include:

Innovative Construction Techniques Selection Criterion
Minnesota Housing offers a selection criterion for projects that will use Innovative Construction Techniques (ICT). The ICT Selection Criterion and its requirements are outlined in the ICT Narrative and the Amended 2026-2028 Self-Scoring Worksheet.

Intent to Apply Summary
The 2026 Multifamily Consolidated RFP/2027 HTC Round 1 Intent to Apply (ITA) deadline was May 7, 2026, and Minnesota Housing received 102 ITA submissions. The final number of complete applications submitted in July 2026 may be lower than the amount of ITA submissions, as some applicants may decide to withdraw and not submit a full application.
The preliminary information submitted in the May 2026 ITA indicates:
- Over 60 prospective projects with interest in 9% HTCs with or without deferred funding
- Over 80 prospective projects with interest in deferred funding, including with 9% HTCs, 4%, HTCs or deferred only
- Over 5,700 total units are proposed to be newly built or preserved
- Most projects anticipate submitting a dual application to be considered for multiple funding options
For comparison, last year there were 98 ITA submissions for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1; Minnesota Housing received 55 applications, of which 20 were recommended for selection based on available resources in 2025.
Estimated Scores Report is Available
The Estimated Scores Report is available to view in the Multifamily Customer Portal. Estimated scores may be modified by prospective applicants prior to the application due date; therefore, estimated scores in Multifamily Customer Portal will differ from this report.
The Estimated Scores Report is for information purposes only and is in no way binding or a guarantee of final scores or awards. Estimated scores are created by prospective applicants, not by Minnesota Housing. Final scores will be validated by Minnesota Housing during the evaluation process.
Building Standards Updates
Minnesota Housing’s 2026-2027 Multifamily Rental Housing Design/Construction Standards, Minnesota Overlay to the Enterprise Green Communities Criteria (MN Overlay), Contractor’s Guide, Capital and Physical Needs documents, and Multifamily Intended Methods Worksheet have been updated and are ready to use with the 2026 Multifamily Consolidated RFP/2027 HTC Round 1. Development teams are required to incorporate the 2026 versions of these documents when submitting this year’s applications.

FY2026 Multifamily Rent and Income Limits Now Available
The U.S. Department of Housing and Urban Development (HUD) has released Fiscal Year 2026 (FY2026) rent and income limits for the HOME Investment Partnerships (HOME) Program and National Housing Trust Fund (NHTF) Program and the Section 8 Program and Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credits (HTC) and Tax-Exempt Bond financed properties. Minnesota Housing uses the HUD published limits to compute income and rent limits for Multifamily loan programs.
These limits are now available on Minnesota Housing’s Multifamily Rent and Income Limits webpage. Please note that the limits in several counties has decreased from FY2025.
Per HUD, the FY2026 rent and income limits for the Section 8 Program and MTSP have an effective date of May 1, 2026. The HOME Program and the NHTF Program limits have an effective date of June 1, 2026, and cannot be used until this date.

Application Requirements
The Multifamily RFP Standards outline the 2026 Multifamily Consolidated RFP/2027 HTC Round 1 application requirements. Applicants that do not complete and submit the following by the application deadline may be considered ineligible for funding:
- All application materials and checklist items that are applicable to the project uploaded and submitted in the Multifamily Customer Portal
- The Customer Final Version scoresheet of the Self-Scoring Worksheet using the Scoring Wizard in the Multifamily Customer Portal
- Development Team Qualification Forms and supporting documentation; see details below
- Required application fee(s) as listed in the Multifamily Fee Remittance Form
Checklist Submission Tip
✅Tip: Use the Show Items Not Uploaded feature to quickly identify which checklist items still need attention before submission.
As part of the 2026 Multifamily Consolidated RFP/2027 HTC Round 1 application, applicants must complete and submit their customized checklist in the Multifamily Customer Portal. Upload all required documents or mark optional items as Opted Out. Once all items show a valid upload status and no errors remain, click Submit.
You’ll be asked to confirm that all materials are signed and to acknowledge the submission. Once submitted, items will be locked and an automatic email confirmation will be sent.

Scoring Wizard Tip
✅Tip: Use the Scoring Wizard to create up to four test scoresheets per project to explore different scoring scenarios before finalizing your submission.
The Scoring Wizard is the online version of the Self-Scoring Worksheet and is required for all 2026 Multifamily Consolidated RFP/2027 HTC Round 1 applications. When you’re ready, convert your best test version into the Customer Final Version and click Verify and Submit to complete your submission. An email confirmation will be sent automatically.

Development Team Qualification Forms
Each request for proposals funding round and/or year-round funding application requires the submission of a qualification form from all development team members if any of the following apply:
- Minnesota Housing does not have the required qualification form on file
- The information on a previously submitted qualification form has significantly changed
- The qualification form has been on file with Minnesota Housing longer than 12 months from the date submitted
All qualification forms, including the Qualification of Sponsor and/or Guarantor and Schedules A-E, must be submitted through the Secure Upload Tool. More information on how to submit qualification forms can be found on Minnesota Housing’s Development Team Qualification Forms webpage. Qualifications forms were updated March 2026, use the updated forms with updated supporting documentation.

Fee Schedule and Fee Remittance Form
Minnesota Housing updated its Multifamily Loan Programs and Housing Tax Credit Program Fee Schedule and Multifamily Fee Remittance Form, which is effective for all projects, including the current 2026 Multifamily Consolidated RFP/2027 HTC Round 1.
The Multifamily Fee Remittance Form is for applicants to complete and submit when applying for funding from Minnesota Housing. This document is included as a checklist item in the Multifamily Customer Portal and generally accompanies the fees sent to Minnesota Housing.
The Multifamily Loan Programs and Housing Tax Credit Program Fee Schedule is a standalone document for informational purposes only and outlines Minnesota Housing fees associated with loan programs and the Housing Tax Credit Program. This document is not a checklist item and does not need to be submitted when applying for funding.

Technical assistance provided by Minnesota Housing staff is only advisory and does not guarantee that a development will receive points under a particular criterion or be selected for funding. While every effort is made to ensure the accuracy of the technical assistance, such assistance is subject to, and does not modify or override, the requirements of the Qualified Allocation Plan, Self-Scoring Worksheet, Multifamily Request for Proposal Standards, Multifamily Underwriting Standards, Building Standards documents, and other documents related to applications for funding.

Metropolitan Council Livable Communities Grant Funding Applications Due Thursday, July 9
The Metropolitan Council approved $3.5 million in Livable Communities Grant Program funding to be made available in the multifamily deferred pool of financing through the 2026 Multifamily Consolidated RFP. Only projects located in Livable Communities participating cities are eligible for these funds.
Livable Communities grant funding is evaluated based on the Metropolitan Council’s approved scoring criteria, and awards are recommended for the highest-scoring projects with consideration of the full ecosystem of funding and financing available through the Multifamily Consolidated RFP. Livable Communities grants may be awarded without Minnesota Housing funding. However, a complete 2026 Multifamily Consolidated RFP/2027 HTC Round 1 application must be submitted to be considered.
Livable Communities Grant Program funding application materials and the application checklist are available in the Multifamily Customer Portal and are due with 2026 Multifamily Consolidated RFP/2027 HTC Round 1 applications by noon Central time on Thursday, July 9.
