 Minnesota Housing’s Community Stabilization RFP is Now Open for Applications!
Minnesota Housing is pleased to announce that the Community Stabilization Request for Proposals (RFP) is now open for applications! With your partnership, we can help Minnesotans live and thrive in a safe, stable home they can afford in a community of their choice.
The Community Stabilization RFP is a competitive process that provides funding through the Community Stabilization: Naturally Occurring Affordable Housing – Single Family Program for a variety of homeownership activities. The goal of the program is to support the preservation of naturally occurring affordable single-family homes that are at risk of being lost due to market pressure and deferred maintenance. Funds are available to local units of government, federally recognized American Indian Tribes located in Minnesota or its Tribally Designated Housing Entity, private developers, limited equity cooperatives, cooperatives created under Minnesota Statutes Chapter 308A or Chapter 308B, community land trust created for the purposes outlined in Minnesota Statute 462A.31, subdivision 1, and nonprofit organizations.

Eligible Uses
- Acquisition: Grants to fund the cost of land and structure acquisition for existing NOAH single-family homes
- Rehabilitation: Grants to fund the cost of home rehabilitation, including demolition and utility connections, site work, interior alterations and finishing, exterior repairs, major systems, accessibility features, etc.
- Resale: Grants to fund various fees and real estate commissions related to the sale of NOAH single-family homes to eligible homebuyers
- Affordability Gap: Deferred loans to homebuyers to cover the difference between the purchase price of a home and the first mortgage for which a homebuyer qualifies

Minnesota Housing’s Community Stabilization RFP Funding Recommendations
After applications are received and reviewed, all funding recommendations are subject to approval by the Minnesota Housing board of directors. Selections are anticipated to occur at the September 2026 board of directors meeting and the date will be posted on Minnesota Housing’s Board of Directors webpage.
