2026 Multifamily Consolidated RFP/2027 HTC Round 1 is Now Open for Applications!
The Multifamily Consolidated RFP is a competitive funding round, offered once per year, where Minnesota Housing consolidates and coordinates multiple multifamily housing funding resources into one application process. It deploys significant capital funds and is the primary mechanism that Minnesota Housing uses to award and allocate federal and state resources. In accordance with Minnesota Housing’s Qualified Allocation Plan (QAP), the emphasis is on serving under-resourced communities, long-term affordability, developing and preserving sustainable buildings, and participation in the development process by Black, Indigenous, and People of Color-owned or Women-owned businesses.

Technical Assistance is Available
Minnesota Housing offers, and strongly encourages, technical assistance to discuss your project with staff. If you would like technical assistance as you prepare application, complete and submit the Technical Assistance Request Form.
Minnesota Housing staff’s technical assistance topics may include, but is not limited to:
- Selection criteria in the Self-Scoring Worksheet
- Project feasibility, including rent and income, building design, supportive housing components, and sizing of loan(s)
- Organizational and financial capacity
Technical assistance provided by Minnesota Housing staff is only advisory and does not guarantee that a development will receive points under a particular category or be selected for funding. While every effort is made to ensure the accuracy of the technical assistance, such assistance is subject to, and does not modify or override, the requirements of the QAP, Self-Scoring Worksheet, Multifamily Request for Proposal Standards, Multifamily Underwriting Standards, Building Standards documents, and other documents related to applications for funding.
Project Eligibility, Feasibility, and Organizational Capacity
Minnesota Housing will further process a variety of project types throughout Minnesota communities and prioritize projects by community need, feasibility, organizational capacity, reasonableness of funding request, and alignment with Minnesota Housing’s 2024-2027 Strategic Plan. We encourage proposals for a variety of affordable multifamily project types including:
- New construction workforce housing
- New construction permanent supportive housing for people experiencing homelessness, people with disabilities, and other homeless households
- New construction senior housing
- Preservation of workforce, permanent supportive housing, and senior projects, including existing federal project-based rental assistance or other existing federal assisted units
Review the Multifamily Request for Proposals Standards to determine the project type and learn more about selection and funding considerations including project eligibility, feasibility, and organizational capacity.
Selection and Funding Recommendations
After applications are received and evaluated, all funding recommendations are subject to approval by the Minnesota Housing board of directors. Selections are anticipated to occur at the December 2026 board of directors meeting, and the date will be posted on Minnesota Housing’s Board of Directors webpage. Funding partner proposal recommendations are subject to their respective approval process.

Though many Multifamily Consolidated RFP and HTC funding rounds policy documents and resources are applicable for multiple years to align with the QAP, several are updated on an annual basis and are now available.

2026 Multifamily Request for Proposals Standards
All applicants are strongly encouraged to review the Multifamily Request for Proposals Standards as it communicates the process, overall funding principles, requirements, and policies for the 2026 Multifamily Consolidated RFP and 2027 HTC Rounds.
Register and attend the 2026 Multifamily Consolidated RFP/2027 HTC Round 1 Kickoff Event on Thursday, April 21 from 9:30 to 11:00 a.m. Central time to learn more about updates to policies and application requirements.
2026 Scoring Guide
The Scoring Guide is a companion document to the Amended 2026-2028 Self-Scoring Worksheet and is used to clarify and explain scoring requirements for the 2026 Multifamily Consolidated RFP/2027 HTC Rounds in greater detail. Register and attend the Self-Scoring Worksheet Training on Thursday, April 23 from 9:30 to 11:00 a.m. Central time to learn more about the selection criteria.
2026-2027 Multifamily Rental Housing Design and Construction Standards
Minnesota Housing is committed to meeting Minnesotans’ needs for decent, safe, and sustainable housing that is affordable. The Multifamily Rental Housing Design and Construction Standards provides details and communicates expectations on design and construction standards for multifamily rental housing. Details regarding updates to the 2026-2027 Multifamily Rental Housing Design and Construction Standards will be sent in an upcoming eNews; be sure to sign up to receive our eNews alerts to stay up to date on Minnesota Housing’s Building Standards information.
Apply for Funding through the Multifamily Customer Portal
All 2026 Multifamily Consolidated RFP/2027 HTC Round 1 applicants must apply for funding through the Multifamily Customer Portal. Minnesota Housing will not accept applications using any other application tool or format. If you are new to the Multifamily Customer Portal, it is recommended to request a user account and start the application process early.

Intent to Apply Now Open
All 2026 Multifamily Consolidated RFP/2027 HTC Round 1 prospective applicants are required to complete the Intent to Apply (ITA) process by noon Central time on Thursday, May 7, 2026. Projects that do not complete the ITA or meet this deadline will not be able to submit a full application. There are no checklist items or cost associated with the ITA.
The purpose of the ITA is to help Minnesota Housing plan for the potential scope and scale of applications and needed resources.
To complete the ITA, prospective applicants are required to create a project and setup their project(s)’ intended details and characteristics in the Multifamily Customer Portal. This includes but is not limited to:
- Name of proposed project
- Intended project location: A site must be identified at the time of ITA and an address must be obtained or in the process of obtaining at the time of application. Should the parcel address be pending, at minimum, include the cross streets (for example, XXXX Main St. and Central Ave.).
- Contact information
- Intended financial structure and application proposal type(s)
- Estimated project type(s)
- Estimated number of units and population(s) served
- Estimated total development cost
- Estimated score from the Self-Scoring Worksheet
- Intended characteristics
Applicants may change their project’s characteristics up until the full application deadline, Thursday, July 9, 2026, at noon Central time. Review the Instructions for Setting Up and Changing Project Characteristics in the Multifamily Customer Portal for more information.
Pre-Applications Now Open
The pre-application checklists for the HUD Section 811 PRA Program and the ICT Selection Criterion are now available in the Multifamily Customer Portal and are due by noon Central time on Thursday, May 28, 2026.
Pre-applications are optional; however, they are required for each funding round if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program

2027 Housing Tax Credit Distribution Estimates Available
Minnesota Housing has published the 2027 Distribution of Housing Tax Credits in Minnesota on the Housing Tax Credits webpage.
The document represents an estimate of 9% HTCs expected to be available in 2027. The amounts are calculated with the population of Minnesota and a per capita credit volume amount and are subject to change. Any changes will cause corresponding modifications to the total credits available for distribution to allocating entities.

Edit to the Amended 2026-2028 Self-Scoring Worksheet
A non-substantive administrative modification was made to the Amended 2026-2028 Self-Scoring Worksheet in the Transit and Walkability selection criterion under the Increasing Housing Choice selection category (section 3.C). The non-material edit reflects the updated process for applicants to request revisions of a location’s Walk Score. Refer to the newest version of the Amended 2026-2028 Self-Scoring Worksheet last updated April 2026 for more details.

FY2026 Income Limits Delayed by HUD
The U.S. Department of Housing and Urban Development (HUD) bases its median family income estimates on data from the Census Bureau’s American Community Survey (ACS). On November 26, 2025, the Census Bureau announced a delay in its release of ACS data. As a result, HUD has issued a statement announcing a one-month delay in the release of Fiscal Year 2026 median family incomes and income limits, which will now be released on May 1, 2026. Should HUD revise this date, a similar announcement will be posted on HUD’s Income Limits webpage.
These limits are used by the Section 8 Program and the Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credits (HTC) and Tax-Exempt Bond financed properties. Minnesota Housing uses the HUD published limits to compute income and rent limits for its multifamily loan programs.
Minnesota Housing anticipates this will also delay the release of income and rent limits for the HOME Investment Partnership (HOME) Program and National Housing Trust Fund (NHTF) Program, though we have not received any official statement from HUD.
