Save the Date: Self-Scoring Worksheet Training
You're invited to attend a virtual training on the Amended 2026-2028 Self-Scoring Worksheet on Thursday, April 23, 2026.
The training will provide a brief walk-through of the Self-Scoring Worksheet with a focus on updates, clarifications, and tips and tricks. All potential 2026 Multifamily Consolidated RFP/2027 HTC Round 1 applicants are strongly encouraged to attend. Registration information will be provided at a later date.

Metropolitan Council Announces Livable Communities Grant Program Funding
The Metropolitan Council recently approved $3.5 million in Livable Communities Grant Program funding to be made available in the multifamily deferred pool of financing through the 2026 Multifamily Consolidated RFP. Only projects located in Livable Communities participating cities are eligible for these funds.

Pre-Application Materials Coming Soon
Two pre-applications will be available for the 2026 Multifamily Consolidated RFP/2027 HTC Round 1:
- HUD Section 811 Project-Based Rental Assistance Program
- Innovative Construction Techniques Selection Criterion
The materials for both pre-applications will be published on Wednesday, March 18, 2026, and pre-applications will be due in the Multifamily Customer Portal by noon Central time on Thursday, May 28, 2026. Pre-applications are optional; however, they are required for each funding round if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. Applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for the HUD Section 811 PRA Program funds available for units for people with disabilities. Awards are contingent on funding availability.

Innovative Construction Techniques Selection Criterion
Minnesota Housing offers a selection criterion for projects that will use Innovative Construction Techniques (ICT). The ICT Selection Criterion and its requirements are outlined in the ICT Narrative and the Amended 2026-2028 Self-Scoring Worksheet.

Application Materials Updates
Many Multifamily Consolidated RFP/HTC Round 1 application documents are applicable for multiple years to align with the three-year Qualified Allocation Plan (QAP). Returning applicants from the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 may reuse many of the same application forms for this year’s annual Multifamily Consolidated RFP/HTC Round 1. Refer to the instructions on each document to identify if it is applicable for the 2026 Multifamily Consolidated RFP/2027 HTC funding rounds. Some supporting documents from 2025 may also be resubmitted unless the checklist or scoring item has a specific timing requirement.
Application forms identified as annual must be completed using the version applicable to the current Multifamily Consolidated RFP/HTC funding round, and new supporting documentation must be submitted. Outdated forms and/or supporting documents may have a negative impact on the project or be considered ineligible for further processing.
Application forms may be updated at a later date to align with the Amended QAP.
