Governor Walz Approves Amended Qualified Allocation Plan
Governor Walz approved amendments to the 2026-2028 Qualified Allocation Plan (QAP), including the 2026-2028 Self-Scoring Worksheet, earlier this year. The amended QAP, Self-Scoring Worksheet, and Methodology Guide can be found on Minnesota Housing’s Housing Tax Credits webpage.

Application Materials Updates
Many Multifamily Consolidated RFP/HTC Round 1 application documents are applicable for multiple years to align with the three-year QAP. Returning applicants from the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 may reuse many of the same application forms for this year’s annual Multifamily Consolidated RFP/HTC Round 1. Refer to the instructions on each document to identify if it is applicable for the 2026 Multifamily Consolidated RFP/2027 HTC funding rounds. Some supporting documents from 2025 may also be resubmitted unless the checklist or scoring item has a specific timing requirement.
Application forms identified as annual must be completed using the version applicable to the current Multifamily Consolidated RFP/HTC funding round, and new supporting documentation must be submitted. Outdated forms and/or supporting documents may have a negative impact on the project or be considered ineligible for further processing.
Application forms may be updated at a later date to align with the Amended QAP.

Amended 2026-2028 QAP Methodology Guide Now Available
The Amended 2026-2028 QAP Methodology Guide is now available on Minnesota Housing’s Housing Tax Credits webpage and is applicable for the 2026 Multifamily Consolidated RFP/2027 HTC funding rounds. Another update to the 2026-2028 Methodology Guide will be released in April to reflect any additional clarifications or revisions.

Community Profiles are Available
The interactive map known as Community Profiles provides 2026 Multifamily Consolidated RFP/2027 HTC funding rounds applicants with access to Minnesota Housing’s geographic priorities and tools to help in documenting project applications. It is highly recommended that applicants utilize Community Profiles when evaluating sites for a proposed project.
The Community Profiles have been updated and are now live on Minnesota Housing’s Community Profiles webpage.

Multifamily Underwriting Standards Available
The Multifamily Underwriting Standards and Release Notes are available on Minnesota Housing’s Multifamily Underwriting Standards webpage. The Multifamily Underwriting Standards reflect Minnesota Housing’s general approach to underwriting and is the key reference document when completing the Workbook. It should be utilized in creating the development budget, operating budget, and 15-year cash flow pro forma. Unless otherwise approved by Minnesota Housing, Workbooks will be adjusted during application review to conform with the Underwriting Standards.
The Underwriting Standards are not meant to be comprehensive nor address every possible situation.
Prospective applicants should use the Multifamily Underwriting Standards to help guide the sizing of their funding request for:
- Low and Moderate Income Rental (LMIR) Amortizing Loans
- Deferred Loans
- 9% HTCs
- 4% HTCs
- Tax-exempt volume limited bonds

2026 Multifamily Consolidated RFP/2027 HTC Round 1 Pre-Applications
Two pre-applications will be available for the 2026 Multifamily Consolidated RFP/2027 HTC Round 1:
- HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program
- Innovative Construction Techniques (ICT) Selection Criterion
The materials for both pre-applications will be released on Wednesday, March 18, 2026, and pre-applications will be due in the Multifamily Customer Portal by noon Central time on Thursday, May 28, 2026. Pre-applications are optional; however, they are required for each funding round if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. Applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for the HUD Section 811 PRA Program funds available for units for people with disabilities. Awards are contingent on funding availability.

Innovative Construction Techniques Selection Criterion
Minnesota Housing offers a selection criterion for projects that will use ICT. The ICT Selection Criterion and its requirements are outlined in the ICT Narrative and the Amended 2026-2028 Self-Scoring Worksheet.

State Prevailing Wage Requirements
Multifamily rental housing projects that receive funding from Minnesota Housing may be subject to state prevailing wage requirements under Minnesota Statute 116J.871 and Minn. Stat. 177.41-177.44. Visit Minnesota Housing’s Prevailing Wage webpage and review the State Prevailing Wage Frequently Asked Questions for information on state prevailing wage requirements, applicability, and reporting.
Wage Theft Prevention Requirements
All applicants seeking funding from Minnesota Housing, including any loan and federal low-income HTCs, for multiunit residential housing projects must submit the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form to meet the requirements of Minn. Stat. 462A.051.
Minnesota Housing will not process any application where the applicant refuses to provide the information requested by the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form and may refuse to fund any application based on the information provided in the forms.
While both the certification form and verification form are due at application, any projects with additional or different named contractors or subcontractors from time of application will need to resubmit the forms prior to closing and funding.
Apply for Funding through the Multifamily Customer Portal
All 2026 Multifamily Consolidated RFP/2027 HTC Round 1 applicants must apply for funding through the Multifamily Customer Portal. To learn more about the Multifamily Customer Portal and to request a user account, visit our Multifamily Customer Portal Resources webpage.
