DPL and DPL+ Eligibility Worksheet
We made a minor formatting change to the DPL and DPL+ Eligibility Worksheet to increase the size of the tables in the front-end ratio calculator to allow the input amounts to be visible.
The updated DPL and DPL Plus Eligibility Worksheet may be used immediately.
Reminder: Document Updates
New Start Up Loan Program Affidavit (formerly known as Borrower Affidavit) to be used for loans locked on or after October 1, 2025.
The Start Up Loan Program Affidavit is a required document. The revised document contains the following changes:
- An occupying non-borrowing spouse, occupying co-signer and any other occupant who will be on title will be required to attest to and sign the affidavit along with the Borrower(s).
- Updated signature page
The Start Up Loan Program Affidavit has been updated in the Lender Toolkit, the Forms Guide and Glossary and the commitment system.
The following documents and document revisions are now available for use for loans locked on or after October 1, 2025.
Reminder: An assignment of mortgage (AOM) is required for all Minnesota Housing subordinate liens.
NEW! Optional Assignment of Mortgage Cover Letter: Settlement Agent Instructions
The new Assignment of Mortgage Cover Letter: Settlement Agent Instructions document is a resource available to aid lenders and settlement agents in properly executing and recording the assignment of Minnesota Housing downpayment and closing cost loans. This document has been added to the Lender Toolkit, the Forms Guide and Glossary and the commitment system.
NEW! Assignment of Minnesota Housing Subordinate Mortgage
We have created an assignment of mortgage document that is available for your use. The Assignment of Minnesota Housing Subordinate Mortgage is located on page two of the AOM Cover Letter. A fillable PDF was also added to the Forms Guide and Glossary.
An AOM is required for all Minnesota Housing subordinate liens. You must use one of the following assignment forms:
- Assignment of Minnesota Housing Subordinate Mortgage form
- Lender's own industry-standard assignment of mortgage
- Minnesota Department of Commerce Assignment of Mortgage by Business Entity

Required Forms Summary - Start Up
The Required Forms Summary - Start Up summarizes the required Minnesota Housing forms a borrower must sign at closing. The Required Forms Summary was updated to reflect the name change of the Start Up Loan Program Affidavit, formerly known as the Borrower Affidavit.
Checklists for Start Up and Step Up
We removed the Borrower Affidavit and added the Start Up Loan Program Affidavit to the following checklists:
- All Start Up: Conventional, FHA, RD, VA
The optional Assignment of Mortgage Cover Letter: Settlement Agent Instructions has been added to the following checklists:

The Monthly Update & Hot Topics Call is open for everyone to attend. During these calls we review recent Minnesota Housing updates and important information to help you originate and process our loans. Lenders are welcome to submit questions or topics to discuss on the call. This is a great venue to have more in-depth discussion on advance topics.
