Minnesota Housing is still accepting applications for the Community Stabilization: Distressed Multifamily Rental Building Program (Distressed Building Program) Request for Proposals (RFP). Read on to learn about the Program’s FAQ document, Information Session Two, and updates and corrections to the Program’s application materials and Program Guide.
Applications are due Wednesday, November 19, 2025, by noon Central Time to be considered for funding. Applicants must submit all required Application Checklist items using Minnesota Housing’s Multifamily Secure Upload Tool. Review the Secure Upload Tool Instructions for more information.

Now Available: Distressed Building Program FAQ
The first Frequently Asked Questions (FAQ) document is now available on the Community Stabilization: Distressed Multifamily Rental Building Program webpage together with all application materials and recorded information session and slides.
Continue to email your questions to distressedbldg.mhfa@state.mn.us. Questions submitted by 4:00 p.m. Central Time on Wednesday, October 15 will be included in the updated FAQ document, which will be posted to the Community Stabilization: Distressed Multifamily Rental Building Program webpage on or around Monday, October 27.
Distressed Building Program Information Session Two
Minnesota Housing is hosting our second Distressed Building Program Information Session on Tuesday, October 7, 2025. Potential applicants are encouraged to attend.

This information session will outline things to consider when selecting a grant or a loan.

A third virtual information sessions will be held on Tuesday, October 28, 2025, at 10:00 a.m. Central Time. For more information see Chapter 8 of the Community Stabilization: Distressed Multifamily Rental Building Program Request for Proposals Application Instructions. An eNews with a registration link will be sent out prior to each virtual information session.
NOTICE of Corrections and Updates
A Tenant Income Certification Form has been added to the Community Stabilization: Distressed Multifamily Rental Building Program webpage under the Application Materials tab. This form can be completed and submitted for Household income certification as of March 1, 2025, for all units in the building (item 17 on the Program RFP Application Checklist). Certification in another form that includes the same information will be accepted as part of the application.
The link to the Tenant Relocation Principles has been added to item number 3, the Tenant Relocation Plan, under the Rehabilitation section of the Program RFP Application Checklist.
The Program RFP Application has been corrected on page 6 to clarify that the maximum available funding is 20% to any one Sponsor, not Eligible Recipient.
Appendix A of the Program Guide has been updated to replace the definition of Multifamily Rental Building and is now defined as a residential project with eight or more housing units that are available for rent.
