Clarification of Eligible Applicants in the Challenge Statute for Grant Funding to Schools
During the 2025 legislative session, lawmakers amended the Economic Development and Housing Challenge Program statue 462A.33 to clarify eligible applicants for subdivision 9, Grant Funding to Schools.
In addition to school districts, charter schools and certain cooperative units, contract alternative schools, Tribal contract schools, and nonprofit organizations contracted by one of the preceding entities are eligible to receive grants of less than $100,000 to construct homes for owner-occupants. Grant funds can be used for costs directly related to constructing homes such as building materials, construction tools and professional labor.
Eligible entities can apply for these funds through the 2025 Single Family RFP. The Single Family RFP Application Instructions and School Direct Costs Activity Application available in Word and PDF versions have been updated to reflect the clarification.
The application deadline is Thursday, July 10, 2025 at noon Central time.
