The Minnesota Department of Health (MDH) has issued new health guidance related to homeless encampments. The resource is meant to assist local public health departments, homeless service providers, mutual aid groups, and encampment residents and visitors in the prevention and control of infectious disease within homeless encampments and other unsheltered settings.
This plan reflects year four of the state’s 2022-2026 Consolidated Plan, which examines the housing and community development needs of the state and sets priorities for allocating U.S. Department of Housing and Urban Development (HUD) funds.
Public Comment A public hearing will gather comments on the draft Action Plan. The public hearing will take place on Wednesday, May 28 at 3:45 p.m.

On Friday, President Trump released his FY26 budget proposal. It includes at least $43 billion in cuts to programs that prevent and end homelessness. We won’t mince words: these cuts would be devastating for Minnesota families and communities.
