 Rehabilitation Loan Programs Changes for May 2025
Minnesota Housing is making a few minor changes to our Rehabilitation Loan Program (RLP) and Emergency & Accessibility Loan Program (ELP).
The changes outlined below are effective for loans locked in the Minnesota Housing commitment system on or after May 1, 2025.
ELP Loan Amount
Lenders will be able to enter a loan up to the ELP maximum loan amount of $27,000 without the need to contact Minnesota Housing staff for a system override. In 2020 the ELP maximum loan amount was temporarily increased from $15,000 to $27,000. That increase will become permanent on May 1, 2025, and lenders will no longer need a system override for loan amounts greater than $15,000.
ELP Rehabilitation Timeline
Homeowners must complete rehabilitation within 12 months of loan closing unless Minnesota Housing issues a written extension. This update aligns with the RLP Program.
RLP & ELP Updated eSignature Policy
The updated RLP and ELP Procedural Manuals will contain a revised eSignature policy as well as a new Legal Addendum (Appendix B).
- Minnesota Housing accepts documents that are signed electronically. Electronically signed documents must follow all requirements set forth by state and federal law.
- Under no circumstances may a borrower or co-signer be required to sign a document electronically.
