On April 9, 2025, the Metropolitan Council will begin taking applications for the Housing Choice Voucher (Section 8) waiting list for the first time in nearly three years. Applications must be submitted by noon on April 16, 2025. The Metropolitan Council’s Housing and Redevelopment Authority, Metro HRA, will host a lottery on May 1 to randomly select eligible applicants for the waiting list. This year, Metro HRA will offer a preference for 10% of waiting list placements to heads of households who identify as American Indian. Emergency Services Program (ESP) Grant: Approximately $20M available to non-profit organizations, local units of government, and/or Tribal Nations to provide emergency shelter, drop-in/day shelter or street outreach for individuals and families experiencing homelessness. Applications are due 4/7/2025.

Homeless Youth Act Facilities Funding: Approximately $2M available to non-profit organizations, local units of government, and/or Tribal Nations currently receiving Homeless Youth Act funding. Facilities funding is intended to support minor or mechanical repairs or improvements to a facility providing services to homeless youth or youth at risk of homelessness. Applications are due 4/17/2025.

Community Living Infrastructure (CLI) Grant: Approximately $5M available to counties, Tribal Nations, multi-Tribal collaboratives, and multi-county social service collaboratives. Funds are intended to develop and integrate housing resources into local human service delivery systems across the state, as well as to expand the operations of the Housing Support program statewide through local government agencies. Applications are due 5/8/2025.

Housing Access Services (HAS) Grant: Approximately $950,000 available to public and private agencies to support individuals with disabilities or disabling conditions access housing. Applications are due 5/15/2025.
The National Alliance to Prevent and End Homelessness (Alliance) is requesting proposals for a funding opportunity that will award one-time grant of up to $50,000 to continue a project or start a new one to support the recruitment, promotion/advancement, and retention of high-quality homeless services staff. Eligible applicants include tribal nations, local/state government agencies, and non-profit organizations. The Office of Addiction and Recovery (OAR) holds a monthly webinar to provide updates from the office, state partner agencies, and community partners. The webinars take place on the last Wednesday of each month from 11:00 a.m. to noon. The next webinar will be on Wednesday, April 30. In partnership with the Institute for Community Alliances (ICA), the Homeless Management Information System (HMIS) Governing Board’s Implementation Committee wants to hear from you about the transition to ClientTrack, the new HMIS software. The HMIS Governing Board’s Implementation Committee is committed to surveying HMIS users every six months through Fall 2026. Completing the survey takes 5-10 minutes and responses are anonymous.
