 2025 Local Housing Trust Fund Grants Program Request for Proposals (RFP)
The Local Housing Trust Fund Grants Program was established in 2021 with the intent to increase funding for Local Housing Trust Funds and encourage investment in affordable housing across Minnesota. The program is funded with $5.8 million in one-time funding for a wide range of eligible uses to meet the housing needs of communities in Minnesota.
Local Governments are eligible to apply for matching funds up to $225,000 and must have a Local Housing Trust Fund established by the close of the RFP application date. The matching funds must be New Public Revenue from any source other than the state or federal government committed to the fund on or after June 29, 2021.
Minnesota Housing anticipates opening the Intent to Apply for the program on Friday, January 24, 2025. The Intent to Apply is required for application and can be completed via a brief online form. The Intent to Apply will close on Tuesday, February 11, 2025, at 5:00 p.m.
The Request for Proposal (RFP) will open on Wednesday, February 12, 2025. To be eligible for funding, an applicant must have submitted a completed Intent to Apply and have an established Local Housing Trust Fund created by the application due date of Wednesday, March 19, 2025. Applicants will be asked to attend a technical assistance session before submitting a completed RFP application.

Eligible uses for Local Housing Trust Fund Grants Program funds include:
- Grants, loans or loan guarantees for the development, rehabilitation or financing of housing;
- Match for other funds from federal, state or private resources for housing projects; or
- Providing downpayment assistance, rental assistance, and homebuyer counseling services.
- Administrative Expenses, up to 10% of the Local Housing Trust Fund Program grant.
Applicants may apply for Matching Funds in any amount up to $225,000. New Public Revenue in an amount up to $150,000 can be matched with grant funds at 100%. Additional New Public Revenue more than $150,000 and up to $300,000 can be matched at 50%. Additional information can be found in the Program Guide.
