Save the date! You're invited to the Multifamily Consolidated RFP/HTC Round 1 Virtual Kickoff Event on April 16 and April 17. All potential applicants are encouraged to attend.
- The first session, on Tuesday, April 16, will be for those that would like an introduction to Minnesota Housing and the Multifamily Consolidated RFP.
- The second session, on Wednesday, April 17, will focus on updates, including policy modifications, clarifications and tips and tricks for the Multifamily Consolidated RFP.
The Multifamily Consolidated RFP/HTC Round 1 Kickoff Event is not a replacement for project-specific technical assistance. Complete and submit a Technical Assistance Request Form.

Save the Date: 2024 – 2025 Self-Scoring Worksheet Training
The Self-Scoring Worksheet sets the selection criteria and funding priorities that Minnesota Housing will use to prioritize applications requesting 4% HTCs, 9% HTCs and/or deferred funds that are selected through the Multifamily Consolidated RFP or on a pipeline basis for available financing that may be available throughout the year.
Save the date! You're invited to a virtual training on the 2024-2025 Self-Scoring Worksheet on Tuesday, April 23, 2024. We are in the second year of the 2024-2025 Self-Scoring Worksheet; the training will focus on clarifications to common mistakes and tips and tricks. All interested 2024 Multifamily Consolidated RFP/2025 HTC Round 1 applicants are encouraged to attend.

Underwriting Standards Available
The 2023–2024 Multifamily Underwriting Standards are available on Minnesota Housing’s Multifamily Consolidated Request for Proposals/Housing Tax Credits Funding Rounds webpage. There are no changes to the Multifamily Underwriting Standards for 2024.

Application Materials Updates
Last year many of the Multifamily Consolidated RFP/HTC application documents transitioned from annual to biennial forms to align with the two-year Qualified Allocation Plan (QAP) and Self-Scoring Worksheet. Refer to the instructions on each application form to identify if it is applicable for both 2023 and 2024 Multifamily Consolidated RFPs/2024 and 2025 HTC funding rounds.
Returning applicants from the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 may reuse the same application forms for this 2024 Multifamily Consolidated RFP/2025 HTC Round 1. Some supporting documents from 2023 may also be resubmitted unless the checklist or scoring item has a specific timing requirement. This pertains only to the application forms applicable to both 2023 and 2024 Multifamily Consolidated RFPs/2024 and 2025 HTC funding rounds.
For application forms identified as an annual application form, a new application form and supporting document must be completed; outdated forms and/or supporting documents may have a negative impact on the project or considered ineligible for further processing.

Pre-Applications for the 2024 Multifamily Consolidated RFP/2025 HTC Round 1 Available on Wednesday, March 20, 2024
Two pre-applications will be available for the 2024 Multifamily Consolidated RFP/2025 HTC Round 1. HUD Section 811 PRA and preference for ICT pre-application materials will be released on Wednesday, March 20, and both pre-applications will be due on Thursday, May 30 at noon Central Time. See below for more information.
HUD Section 811 PRA
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. HUD Section 811 PRA Program funds will be available for units for people with disabilities through the 2024 Multifamily Consolidated RFP/2025 HTC Round 1.
Applicants must submit a HUD Section 811 PRA Pre-Application to determine eligibility for the program prior to submitting a full Multifamily Consolidated RFP/2025 HTC Round 1 application. Applicants will be notified about eligibility for the program on or before Wednesday, June 12, 2024. For more information, visit Minnesota Housing’s HUD Section 811 PRA webpage.

Preference for Innovative Construction Techniques
Minnesota Housing is offering a selection preference for projects that will use ICT. Applicants are required to submit a pre-application to be eligible for this selection preference. The proposed projects must achieve, or pilot a technique to achieve, one or both of the following goals:
- Reduce total construction cost by at least 10%, and/or
- Reduce the time a project is under construction by at least 20%
Additional project eligibility conditions are included in the Innovation Construction Techniques Pre-Application Requirements. Refer to the 2024-2025 Self-Scoring Worksheet for additional details on how the preference will be used to evaluate different project proposal types that apply in the 2024 Multifamily Consolidated RFP/2025 HTC Round 1, and in accordance with the 2024-2025 Qualified Allocation Plan and the 2024 Multifamily RFP Standards. Applicants will be notified about eligibility for the selection preference on or before Wednesday, June 12.

United States Department of Housing and Urban Development Rent and Income Limits
The United States Department of Housing and Urban Development (HUD) annually publishes income limits for the Section 8 program and the Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credits and Tax-Exempt Bond financed properties. Minnesota Housing uses the HUD published limits to compute income and rent limits for its loan programs where required by state or federal statutes. HUD anticipates releasing Fiscal Year (FY) 2024 income limits on or around April 1. We will post the FY2024 limits on our Multifamily Rent and Income Limits webpage as soon as we are able and will send an eNews when updated limits are available.
FY2024 HOME and National Housing Trust Fund (NHTF) income limits are expected to be released a sometime after the Section 8 and MTSP limits. Owners must use FY2023 HOME and NHTF limits until HUD releases FY2024 limits for these programs. Minnesota Housing will send an eNews when these updated limits are available on our website.

In Case You Missed It
Market Study Requirements Updates
Projects applying for funding for the 2024 Multifamily Consolidated RFP/2025 HTC Rounds 1 and 2 will no longer be required to submit a market study at application. Market studies are now only required for selected projects and will be collected post selection. This applies to projects applying as a 9% HTC or deferred with a 4% HTC financial structure. A market study will still be required at application/42M for projects applying through the 4% HTC Only round.

Approved Market Analyst List Updates: Renewals and New Applications
Due to the change in the market study requirement for the 2024 Multifamily Consolidated RFP/2025 HTC Rounds 1 and 2, Minnesota Housing is extending the market analyst renewal application due date. If your organization is currently on the Approved Market Analyst List and due for renewal on March 1, 2024, your organization will remain on the list until further notice, and you do not need to submit a renewal application at this time. We will provide further updates in a future eNews.
We are currently taking applications from market analysts who are not currently authorized and want to be considered for authorization to submit market studies in the 2024 Multifamily Consolidated RFP/2025 HTC Funding Rounds. Application materials and more information can be found in our January 18, 2024, eNews and on the Housing Tax Credits webpage.
Request for Action Submission Deadline is Friday, May 10
If a preservation project has existing Minnesota Housing debt that you want counted under Financial Readiness to Proceed/Leveraged Funds in the Self-Scoring Worksheet, contact the Request for Action (RFA) team no later than Friday, May 10, 2024. If you do not contact the RFA team by this date, Minnesota Housing staff will not have time to process your request, which could impact scoring.
