The Family Homeless Prevention and Assistance Program (FHPAP) is one of the state-funded grant programs awarded through Minnesota Housing. It is a significant resource for administrators in our state that provide supportive services and/or direct financial assistance to help households who are experiencing homelessness or at imminent risk of homelessness retain their housing or obtain new housing.
Minnesota Housing anticipates making one-time funding available during the 2024-2025 biennium (current – September 30, 2025). In preparation, they are hosting a virtual information session to provide an overview of the program on Friday, December 8, 2023 from 11:00 – 12:30 p.m.
The information session is intended for organizations who may be interested in becoming a grant administrator through future funding opportunities, particularly those who support historically underserved households, in addition to anyone who wants to learn more about FHPAP.

MDH posted a new COVID-19 quick reference guide for homeless service providers on the MDH Congregate Settings and Care Facilities:COVID-19 website. The document answers some of the most common questions when responding to suspected or confirmed COVID-19 cases in homeless service sites.
Project Firstline is a partnership between MDH and CDC that offers short, interactive infection prevention and control training to frontline staff in congregate settings including shelters. Content is designed, regardless of the previous training or educational background, to empower workers in building their foundational knowledge of infection prevention and control. Resources are free and include webinars, interactive online trainings, and printable fact sheets. Trainings are designed to be around 30 minutes or less and cover multiple topics including basics of infection control, cleaning and disinfection for disease prevention, ventilation strategies, hand hygiene, PPE fitting, and more! Community Health Workers (CHWs) play a vital role connecting communities with health care providers and health resources. If you are interested in becoming a CHW or are already working as a CHW but don't have your certificate, help is available! The Minnesota Community Health Worker Alliance (MNCHWA), in partnership with the Minnesota Department of Health (MDH), is working to expand the CHW workforce across Minnesota. MNCHWA and MDH are looking for employers interested in the registered apprenticeship program for CHWs starting Spring 2024. A Registered Apprenticeship Program is a career pathway where employers can develop and prepare their future workforce, and CHWs can obtain paid work experience combined with on-the-job learning and related classroom instruction. CHWs participating in a registered apprenticeship program may also be eligible for a HRSA grant-funded stipend of up to $7,500. Learn more at https://mnchwalliance.org/apprenticeship/. For 39 years, hundreds of community members have come together for the Homeless Memorial March and Service to remember people who died while experiencing homelessness, who were previously homeless, or who were advocates. It is a solemn night of remembrance in community. On Thursday, December 14 from 5:00 – 7:00 p.m. there will be a vigil in a silent march and a service of remembrance to read every name, the lighting of a candle for each one and time to share memories with each other. The event will be in person at Plymouth Congregational Church in Minneapolis and the service will be livestreamed. Find all the event details here.
The Minnesota Tribal Collaborative to Prevent and End Homelessness (MTC) is excited to announce that they have a new coordinator, Christina Olson. Christina has most recently served as Assistant Director of Human Services at White Earth Reservation Business Committee. She has also previously served as a voting member of MTC and brings a wealth of knowledge and experience—and a passion for ending homelessness for Tribal members and descendants. Increasing Access to Syringe Services Programs for People Experiencing Homelessness: The goal of this funding is to prevent new drug related harms, such as infectious disease transmission and overdose, among people experiencing homelessness in Minnesota. The Minnesota Department of Health (MDH) seeks to make the greatest impact possible with available state funding by focusing on prioritized populations experiencing the greatest burden of the HIV and overdose epidemics. Utilizing Navigators to Support Linkage to Substance Use Disorder (SUD) Care and Harm Reduction Services: MDH is soliciting proposals from syringe services programs and community-based organizations to provide navigation services to people at risk of overdose. Navigators will meet people where they are at, identify and collaborate with community resources, enable connection to treatment, improve accessibility to recovery support services, provide access to harm reduction services, and to increase community-supported intervention points. This grant is dedicated to organizations who have the experience to provide linkage to care and navigation services to populations disproportionately impacted by overdose, including people experiencing homelessness. Eligible applicants include Tribal Nations, non-profit syringe services programs, and non-profit community-based organizations. Review the full RFP for more details.
