In the Health and Human Services Omnibus bill passed last session, the Minnesota Legislature included the Governor’s proposal to establish a new the Department of Children, Youth, and Families (DCYF). It established an Implementation Office at Minnesota Management and Budget (MMB) to coordinate the planning for the new agency.
The Governor’s Office, in partnership with the Implementation Office and impacted agencies, has made updates to the list of programs originally planned to transfer. These planned changes include the transition of all grants under the Department of Human Services' (DHS) Office of Economic Opportunity (OEO) including homeless assistance grants to DCYF along with other DHS programs from Children and Family Services. The OEO Shelter and Housing team is committed to continuing to serve all people experiencing homelessness. There are still a lot of details to sort through, but the OEO Shelter and Housing team will work to make the transition as seamless as possible for all grantees.

Increasing Access to Syringe Services Programs for People Experiencing Homelessness: The goal of this funding is to prevent new drug related harms, such as infectious disease transmission and overdose, amongst people experiencing homelessness in Minnesota. The Minnesota Department of Health (MDH) seeks to make the greatest impact possible with available state funding by focusing on prioritized populations experiencing the greatest burden of the HIV and overdose epidemics. Utilizing Navigators to Support Linkage to Substance Use Disorder (SUD) Care and Harm Reduction Services: MDH is soliciting proposals from syringe services programs and community-based organizations to provide navigation services to people at risk of overdose. Navigators will meet people where they are at, identify and collaborate with community resources, enable connection to treatment, improve accessibility to recovery support services, provide access to harm reduction services, and to increase community-supported intervention points. This grant is dedicated to organizations who have the experience to provide linkage to care and navigation services to populations disproportionately impacted by overdose, including people experiencing homelessness. The Minnesota Community Health Worker Alliance (MNCHWA), in partnership with the Minnesota Department of Health (MDH), is working to expand the CHW workforce across Minnesota. MNCHWA and MDH are looking for employers interested in the registered apprenticeship program for CHWs starting Spring 2024. A Registered Apprenticeship Program is a career pathway where employers can develop and prepare their future workforce, and CHWs can obtain paid work experience combined with on-the-job learning and related classroom instruction. Minnesota Housing is accepting applications for the Housing Opportunities for Persons with HIV/AIDS (HOPWA) Program State of Minnesota formula funds, appropriated annually by the United States Department of Housing and Urban Development (HUD). Up to approximately $651,000 in one-time funding is available to eligible applicants to help persons with HIV/AIDS remain in their homes. The grant term is from March 1, 2024 through February 28, 2025. Funding is contingent upon Minnesota Housing board approval and program appropriations.
The goal of this program is to help households at or below 80% of area median income (AMI) and living with HIV/AIDS establish or maintain affordable and stable housing, reduce their risk of homelessness and, when coupled with other programs or services, improve access to health care and other community resources. Recipients must reside in Greater Minnesota (outside of the 15-county Twin Cities Eligible Metropolitan Statistical Area). Funds are made available to eligible households as emergency assistance for Short-Term Rent, Mortgage, and Utility (STRMU) payments.

The Department of Public Safety (DPS) Office of Justice Programs (OPJ) has a request for proposals to fund community-based nonprofits and/or Tribal government programs that wish to start up a transitional housing program (THP) or increase the number of supported households in their currently operating transitional housing program. The funding supports transitional housing for survivors of domestic violence and/or sexual assault experiencing housing instability. Grant funds may not be used to provide temporary or extended stay emergency shelter. Up to $712,500 is available for applications for a 23-month grant period from February 1, 2024 through December 31, 2025.
