This newsletter shares opportunities for people who are facing or have faced homelessness to share their input, ideas, and expertise. We will share a range of opportunities in this newsletter from state agencies and partner organizations. Newsletters will be sent out as new engagement opportunities are available.

The Minnesota Interagency Council on Homelessness, led by Lieutenant Governor Peggy Flanagan and made up of the Commissioners of 14 state agencies, is requesting your feedback on the draft of its newly developed Housing, Racial, and Health Justice plan for people facing homelessness in Minnesota.
This plan has been in development for over a year and the process has been co-lead and co-created with the Council’s 10 Justice Consultants, all people with lived experience of homelessness representing different experiences and different locations across the state.
Phase one of the plan development was a broad community engagement phase to define what housing, racial, and health justice mean for people facing homelessness. Phase two focused on the co-creation of the results, strategies, and actions to drive toward the vision of justice.
We want to know your thoughts, questions, and suggestions on the draft strategies and actions! Review the draft plan and provide your thoughts at: https://mich.mn.gov/public-comment-justice-strategic-plan.
Public comment is open until this Friday, September 1, 2023 at 4:30 p.m. You can provide comments in a variety of ways including:
- Share collaboratively by adding specific comments on various items directly into the document and reply to comments from others

The Office of Economic Opportunity (OEO) is recruiting volunteers who are willing and able to review and score applications received in response to the Request for Proposals to Acquire, Plan and Design, Construct and/or Renovate Emergency Homeless Shelters. OEO is seeking volunteers who have knowledge about services for people experiencing homelessness and/or facilities management, general contracting, architecture, or a related field. If you are interested in being a proposal reviewer, please read the expectations and timelines listed below before completing the short survey. Once you have reviewed the timeline and you are interested in being a reviewer, please complete the Proposal Reviewer Application by September 8, 2023. Reviewers will need to:
- Have access to a computer, email, and the ability to participate in a virtual review session.
- Have ability to send completed scoresheets electronically. Scoresheets will be provided in either Microsoft Word or Microsoft Excel.
- Not be employed by or associated with any entity applying for funding through the RFP they are reviewing.
Reviewers can expect to:
- Watch a PowerPoint presentation training about reviewing proposals.
- Read, review, and score approximately five proposals (each taking approximately 1 hour to review).
- Attend, participate, and actively engage in a review session (about 2-3 hours in length).
Timeline:
- Applications distributed to reviewers: No later than October 5, 2023
- Read applications: October 5-20, 2023
- Return scoresheets: October 20, 2023
- Attend one virtual review meeting: October 25, 2023 or October 26, 2023
Data Privacy: Identifying information shared through this survey is considered confidential and viewable only by OEO staff. OEO recognizes the survey asks volunteers to disclose information regarding lived experience of homelessness. Information collected from this survey will be used solely for the purposes of selecting volunteer reviewers.
Note: OEO is unable to provide compensation for reviewers and we understand this may limit individuals' ability to participate.
