The Minnesota Interagency Council on Homelessness, led by Lieutenant Governor Peggy Flanagan and made up of the Commissioners of 14 state agencies, is requesting your feedback on the draft of its newly developed Housing, Racial, and Health Justice plan for people facing homelessness in Minnesota.
This plan has been in development for over a year and the process has been co-lead and co-created with the Council’s 10 Justice Consultants, all people with lived experience of homelessness representing different experiences and different locations across the state.
Phase one of the plan development was a broad community engagement phase to define what housing, racial, and health justice mean for people facing homelessness. Phase two focused on the co-creation of the results, strategies, and actions to drive toward the vision of justice.

The beginning 10 minutes of each monthly webinar will be held to hear from the speakers bureau. Anyone who has lived experience of homelessness is welcome to sign-up to share through the Speakers Bureau. This is open time each month for lived experience experts to share ideas and feedback with the webinar audience. Additional details can be found on this flyer.
The next webinar Speakers Bureau will be on Wednesday, October 4 at 1:00 p.m. There is a monthly prep session held the Tuesday before the webinar. The prep session will be Tuesday, October 3 from 3:00-3:30 p.m. Follow this link to join the prep session. This is an ongoing opportunity that happens each month. Sign up is required. Join the Minnesota Coalition for the Homeless (MCH) and partners on August 29 from 10:00 -11:30 a.m. for a virtual event to hear from different regions about the plans and progress in their efforts towards creating or improving their homeless response system. There will be a variety of speakers in different stages of implementing their plans to address homelessness in their community--some are far along their plans, some in the middle of their plans, and some are just getting started.
They are hosting this event due to the legislature investing into ending homelessness in a way that they have never done before. This presents a unique opportunity to turn hopes and dreams into reality. We have advocated together for years for these significant investments and now it is time to demonstrate the impact of these increased resources. This event is open to anyone that wants to attend because it will take everyone to ensure we create and implement the best plans with the greatest impact in our communities.

On June 26, 2023, the Office of Economic Opportunity (OEO) at the Department of Human Services (DHS) published a Request for Proposals for Grantees to Acquire, Plan and Design, Construct and/or Renovate Emergency Homeless Shelters for youth, single adults, and/or families experiencing homelessness. Approximately ninety-eight million dollars ($98,000,000) is available in grants as outlined in session Laws of Minnesota 2023, chapter 70, article 11, section 14 and Laws of Minnesota 2023, chapter 70, article 20, section 2, subdivision 24(f). The RFP document outlines eligible activities including planning and design, acquisition, renovation, construction, and contingency funding for emergency shelter facilities. Projects selected for Emergency Shelter Facilities funds need to be completed and operational by June 30, 2028. Applications are due September 21, 2023, by 4:00 p.m. Central Time. They have also developed a resource on peer support titled Expanding Peer Support Roles in Homeless Services Delivery: A Toolkit for Service Providers as a resource to expand use of trained peer roles in the field. The Minnesota Interagency Council on Homelessness is building a new newsletter list to share opportunities for people who have faced or are currently facing homelessness to share their input, ideas, and expertise. Interested individuals can sign up for the newsletter by filling out this form. We will share a range of opportunities in this newsletter from state agencies and partner organizations and the newsletter will be sent out as opportunities are available.
