The Minnesota Interagency Council on Homelessness, led by Lieutenant Governor Peggy Flanagan and made up of the Commissioners of 14 state agencies, is requesting your feedback on the draft of its newly developed Housing, Racial, and Health Justice plan for people facing homelessness in Minnesota.
This plan has been in development for over a year and the process has been co-lead and co-created with the Council’s 10 Justice Consultants, all people with lived experience of homelessness representing different experiences and different locations across the state.
Phase one of the plan development was a broad community engagement phase to define what housing, racial, and health justice mean for people facing homelessness. Phase two focused on the co-creation of the results, strategies, and actions to drive toward the vision of justice.

On June 26, 2023, the Office of Economic Opportunity (OEO) at the Department of Human Services (DHS) published a Request for Proposals for Grantees to Acquire, Plan and Design, Construct and/or Renovate Emergency Homeless Shelters for youth, single adults, and/or families experiencing homelessness. Approximately ninety-eight million dollars ($98,000,000) is available in grants as outlined in session Laws of Minnesota 2023, chapter 70, article 11, section 14 and Laws of Minnesota 2023, chapter 70, article 20, section 2, subdivision 24(f). The RFP document outlines eligible activities including planning and design, acquisition, renovation, construction, and contingency funding for emergency shelter facilities. Projects selected for Emergency Shelter Facilities funds need to be completed and operational by June 30, 2028. Applications are due September 21, 2023, by 4:00 p.m. Central Time. Community partners and health care providers are invited to join MN Community Collaboration on Viral Hepatitis, a new ECHO (Extension for Community Healthcare Outcomes) initiative sponsored by the Minnesota Department of Health and hosted by Hennepin Healthcare. MN Community Collaboration on Viral Hepatitis will be focused on infectious disease prevention, testing, and treatment among at-risk populations. This project ECHO will emphasize Hepatitis C elimination in Minnesota by facilitating collaboration between specialists in viral hepatitis and community partners such as community health clinics, syringe service programs, community mental health centers, drug treatment centers, and homeless shelters. The Centers of Excellence in Public Health and Homelessness have developed a Toolkit for State and Local Health Departments. It is designed to assist health departments and other public health organizations in their efforts to support public health for people experiencing homelessness in their jurisdictions. This toolkit provides tools, templates, program blueprints and strategies to assist health departments in understanding, planning and implementing program activities and objectives. The Minnesota Interagency Council on Homelessness is building a new newsletter list to share opportunities for people who have faced or are currently facing homelessness to share their input, ideas, and expertise. Interested individuals can sign up for the newsletter by filling out this form. We will share a range of opportunities in this newsletter from state agencies and partner organizations and the newsletter will be sent out as opportunities are available.
