Application Deadlines
- The Multifamily Consolidated RFP deadline is noon Central Time on Thursday, July 13.
- The Single Family Consolidated RFP deadline has been extended to noon Central Time on Thursday, July 27.
Please note the different deadlines for each RFP.
2023 Multifamily Consolidated RFP/2024 HTC Round 1 – Deadline is THIS THURSDAY, July 13
The Multifamily Consolidated RFP is a competitive funding round, offered once per year, which provides a means of "one stop shopping" by consolidating and coordinating multiple multifamily housing funding resources into one application process. It deploys significant capital funds and is the primary mechanism that Minnesota Housing uses to award and allocate federal and state resources. In accordance with Minnesota Housing’s Qualified Action Plan (QAP), the emphasis is on serving under-resourced communities, long-term affordability and participation in the development process by Black-, Indigenous-, People of Color-, and Women-owned/led businesses.

2023 Single Family Consolidated RFP – DEADLINE EXTENDED to Thursday, July 27
The Single Family Consolidated Request for Proposals (RFP) provides funding through the Community Homeownership Impact Fund (Impact Fund) Program, an umbrella program for a variety of Minnesota Housing’s limited funding resources for single-family housing. This includes the Economic Development and Housing Challenge (EDHC) Fund, Workforce and Affordable Homeownership Development Program funds, Housing Infrastructure Bond proceeds and other resources, when available. The goal of the Impact Fund is to increase the supply of affordable, owner-occupied single-family housing, while maintaining the safety and habitability of existing owner-occupied, single-family homes in communities throughout Minnesota. Funds are available for developers and administrators of single-family, owner-occupied affordable housing activities throughout the state.

No longer wish to be considered for 2023 Multifamily Consolidated RFP/2024 HTC Round 1 funding? Let us know! If you completed and submitted the Intent to Apply but do not plan to submit an application, click the “Withdraw Project” button located in the upper-right corner of the project page in the Multifamily Customer Portal. Applicants may withdraw their 2023 Multifamily Consolidated RFP/2024 HTC Round 1 application any time before the July 13 application deadline. Withdrawing a project has no impact on selection preferences if that project is resubmitted in a future Consolidated RFP.
The deadline to submit 2023 Multifamily Consolidated RFP/2024 HTC Round 1 applications is noon Central Time on Thursday, July 13, 2023. This deadline also includes submission of all checklist application materials, the Scoring Wizard, the application fee(s) and qualification forms, including any applicable financial information.

2023 Single Family Consolidated RFP
Visit Minnesota Housing’s Community Homeownership Impact Fund webpage for information and application materials pertaining to the 2023 Single Family Consolidated RFP. Submit an electronic copy of the completed Single Family Consolidated RFP application materials, including all required documentation, by noon Central Time on Thursday, July 27, 2023.
Use the Single Family Secure File Exchange (LeapFILE), also found on the Community Initiatives Programs webpage, to submit the files to impact.fund.mhfa@state.mn.us. All files should be submitted in one upload, and we ask that applicants use the following naming conventions for each file: Organization Name Application Form. For example, “ABC Development Acquisition Rehab Resale Workbook”

2023 Multifamily Consolidated RFP/2024 HTC Round 1 Fees and In-Person Delivery
The preferred method to receive the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 fees is via USPS mail. The Fee Schedule and Remittance Form includes our mailing address, contact information and fee amounts. Minnesota Housing will accept mailed checks postmarked by the application deadline of July 13, 2023.
The Multifamily Division will also have staff available to accept checks delivered in-person to our office at the following dates and times:
- Wednesday, July 12 between 9 a.m. and 4 p.m. Central Time
- Thursday, July 13 between 9 a.m. and noon Central Time
Minnesota Housing address: 400 Wabasha St. N. (Treasure Island office building), Suite 400 (4th floor), St. Paul, MN 55102. Use the elevator to access the 4th floor.

The 2023 Multifamily Underwriting Standards document is now available on Minnesota Housing’s Multifamily Consolidated Request for Proposals/Housing Tax Credits Funding Rounds webpage. To help our developers and partners better navigate the updates and changes to the 2023 Underwriting Standards, we have created release notes that summarize the major changes and clarifications to our Underwriting Standards.
The Underwriting Standards updates primarily focus on clarification; updates have minimal impact on how projects will be underwritten in the 2023 Multifamily Consolidated RFP.

In Case You Missed It: Legislative Update and Resources in the 2023 Multifamily Consolidated RFP/2024 HTC Round 1
Last month Minnesota Housing released an eNews providing an update on resources available in the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 and a brief overview of housing legislation passed during Minnesota’s 2023 legislative session. Reminder: Applications for Metropolitan Council’s Local Housing Incentives Account Funds Due Thursday, July 13
The Metropolitan Council announced a total of $2.5 million for the Local Housing Incentives Account (LHIA). These dollars will be available in the multifamily deferred pool of financing in the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 funding round. Only projects located in participating cities that have enrolled in the Metropolitan Council’s LHIA program are eligible for these funds. Applications for LHIA funds must be submitted alongside a 2023 Multifamily Consolidated RFP/2024 HTC Round 1 application in the Multifamily Customer Portal and are due on Thursday, July 13, 2023, by noon Central Time.

Reminder: Applications for St. Paul Public Housing Agency’s Project-Based Vouchers Due Thursday, July 13
The Saint Paul Public Housing Agency (PHA) is offering 125 Project-Based Vouchers (PBV), plus an additional 25 HUD Veteran Affairs Supportive Housing (HUD-VASH) PBV. The available 125 PBV may be used for the Family Unification Program (FUP), mixed-income, senior, and/or supportive housing projects. HUD-VASH PBV will be available for veteran housing. Applications will be accepted only through the 2023 Saint Paul PHA Voucher Application funding round in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, July 13, 2023.

Board Selection Recommendations for the Consolidated RFPs
Minnesota Housing anticipates presenting the Single Family Consolidated RFP and Multifamily Consolidated RFP selection recommendations to board members on Thursday, December 14, 2023.
Board reports are available to the public on the Board of Directors webpage.
Funding partners proposal recommendations will be made at their respective board meetings.
The United States Department of Housing and Urban Development’s Green and Resilient Retrofit Program
The United States Department of Housing and Urban Development’s (HUD) Green and Resilient Retrofit Program (GRRP) is newly funded through the Inflation Reduction Act and provides owners of HUD-assisted multifamily housing with capital resources to reduce carbon emissions, make utility efficiency improvements, incorporate renewable energy sources and make properties more resilient against the effects of climate hazards. HUD has three paths of funding available to meet the needs of properties at all stages of development:

Elements: Elements awards provide funding for owners to include climate resilience and utility efficient measures in projects that are already in the process of a recapitalization. Funding is available for up to $40,000 per unit or $750,000 per property. Applications are open for review starting June 29, 2023, through March 28, 2024. Follow submission instructions as found on the GRRP

Leading Edge: Leading Edge awards provide funding for ambitious retrofit activities to achieve an advanced green certification and is best for properties in the planning stages of a recapitalization. Funding is available for up to $60,000 per unit or $10 million per property. Applications are open for review starting July 31, 2023, through April 30, 2024. Comprehensive: Comprehensive awards provide funding to properties with the highest need for climate resilience and utility efficiency upgrades, regardless of prior development or environmental retrofit experience. Funding is available for up to $80,000 per unit or $20 million per property. Applications are open for review starting August 21, 2023, through May 30, 2024. Follow submission instructions as found on the GRRP
GRRP resources are not available through Minnesota Housing. Eligible entities that have received capital funds from Minnesota Housing and are awarded GRRP may be asked to disclose GRRP awards at a later date.
