2023 Single Family Consolidated Request for Proposals
The 2023 Single Family RFP application deadline has been extended to Thursday, July 27, 2023, at 12:00 pm.
The Single Family RFP provides grants and loans for downpayment/closing cost assistance, owner-occupied rehabilitation, new construction, acquisition, rehabilitation, resale, and recapitalizing Tribal Indian Housing Programs.
To help the Agency better evaluate proposals, applicants are encouraged not to bundle projects into one RFP application but instead to submit separate applications for projects that are substantively different. For example, projects located in different neighborhoods, cities or parts of the state, projects with different development costs or subsidy needs, and projects to be completed on different timelines such as phased developments should each be included in a separate RFP application.

Applicants must submit an electronic copy of the completed Single Family RFP application materials, including all required documentation to Minnesota Housing by the application deadline. Submittals that are late or substantially incomplete will not be accepted.

2023 Single Family RFP Tips, Reminders, and Clarifications
Prevailing Wage
Prevailing wage may apply to all new construction projects requesting $200,000 or more in grant funds or requesting $500,000 or more in loan funds such as Housing Infrastructure Bonds or interim loans. Prevailing wage may not apply to projects requesting less than $200,00 in grant funds or requesting less than $500,000 in loan funds. Additionally, in some cases, projects are exempt from prevailing wage. All decisions regarding the applicability of prevailing wage are made by Minnesota Department of Labor and Industry.
The Legislature recently added language to the prevailing wage statute providing an additional exemption from prevailing wage. This new exemption applies to projects for the new construction of ten or fewer fully detached single family homes. If requesting funding for the new construction of more than ten fully detached single family homes in a single RFP application, please include costs and subsidy needs that reflect prevailing wage requirements.
RFP applications for projects requesting funding for less than $100,000 for new construction of a home at a single project site may continue to be exempt from prevailing wage requirements. If requesting funding for more than $100,000 for new construction of a home at a single project site, please include costs and subsidy needs that reflect prevailing wage requirements as prevailing wage requirements may apply.

Potential for larger funding commitments
Due to the increase in funding that is available through the Single Family RFP, applicants are encouraged to consider applying for projects that can be completed in phases over a 3 year period.
The Agency will consider RFP applications for projects that are built in phases. While each RFP application must be for a project which is able to be completed within 20 months, consider requesting funding in multiple RFP applications for separate and distinct projects that can be completed in phases over a 3 year period. Each phase should be outlined in an individual RFP application.
