Homeownership Education, Counseling and Training (HECAT) Request for Proposals Reopened

Minnesota Housing is reopening the Homeownership Education Counseling and Training (HECAT) Request for Proposal (RFP). Applicants are now able to respond to the RFP until Friday, July 14, 2023 at 3 p.m. Central time. 

The Minnesota Legislature passed an unprecedented $3.7 million allocation towards HECAT in the upcoming 2023-2025 biennium. As a result, approximately $4.2 million in grant funds will be available to support a statewide partnership delivery model for the continuum of services needed to promote successful and sustainable homeownership.

HECAT awards organizations that demonstrate strong experience, leveraging ability and targeting efforts to help meet the HECAT goals:

• Providing financial support for the continuum of homeownership education and counseling services
• Supporting cooperative relationships and partnerships that provide clients access to a full range of homeownership education and counseling activities

We encourage new Applicants to apply and Applicants who have already applied may review and update earlier submissions. Applicants who have already applied are encouraged to revise production goals, given the substantial one-time increase in available funding. A new application is not required if a complete application has already been submitted for this funding round. The most recently received applications will the applications reviewed.

Application Deadline and Materials

Applications are due by 3 p.m. Central time on Friday, July 14, 2023.

Applicants are advised to review the RFP Instructions and application materials posted on the HECAT and Homeownership Capacity section of Minnesota Housing’s Community Initiatives Program webpage.

Applicants are advised to review the application checklist to be sure all the required materials are submitted:

• HECAT Overview and Request for Proposal Instructions
• HECAT RFP Questions/Application – complete all required sections
• HECAT Applicant Certification Signature Page
• HECAT RFP Workbook – all applicable tabs completed for a two-year grant period.
• Affirmative Action Certification Form – submit with any additional documentation, as described on the Affirmative Action Certification Form
• Organizational Capacity and Review Form-Non-Profit – submit with any additional documentation, as described on the Organizational Capacity and Review Form-Non-profit.

Application Process

All documents must be submitted to the HECAT RFP Questions/Applications no later than 3 p.m. Central time on Friday, July 14, 2023 to be considered for funding.

NOTE: Submitted applications are considered final; late applications will not be considered. Minnesota Housing may request additional information or clarification. The applicant will be responsible for all costs incurred while applying.
