Final Reminder: Pre-Applications for HUD Section 811 Project-Based Rental Assistance Program and Selection Preference for Innovative Construction Techniques Due TOMORROW
The 2023 Multifamily Consolidated RFP/2024 HTC Round 1 is offering two pre-applications. Both applications are due in the Multifamily Customer Portal by noon Central Time tomorrow, April 27, 2023. Applicants will be informed whether their project is eligible for HUD Section 811 PRA units or the ICT selection preference on Wednesday, May 10, 2023. Scroll down for details.
U.S. Department of Housing and Urban Development (HUD) Section 811 Project-Based Rental Assistance (PRA) Program
Applicants must submit a HUD Section 811 PRA Pre-Application to determine eligibility for the program prior to submitting a full 2023 Multifamily Consolidated RFP/2024 HTC Round 1 application.
Applicants need to apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 funding round to be eligible for HUD Section 811 PRA. Applicants cannot apply for only HUD Section 811 PRA funding in the Multifamily Consolidated RFP/HTC Round 1.
Preference for Innovative Construction Techniques (ICT)
Minnesota Housing is offering a selection preference for projects that will use ICT. To be eligible for this selection preference, applicants must submit the ICT Pre-Application. Eligibility conditions are included in the Innovation Construction Techniques Pre-Application Requirements. Refer to the 2024-2025 Self-Scoring Worksheet for additional details on how the preference will be used to evaluate different project proposal types that are submitted in the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 funding round, in accordance with the 2024-2025 Qualified Allocation Plan and the Multifamily Request for Proposals Standards.

You are invited to attend a training session on the Self-Scoring Worksheet on Tuesday, May 2. The Self-Scoring Worksheet contains the selection criteria that applicants use to score their application in the Scoring Wizard found in the Multifamily Customer Portal.

This training will provide applicants with a walk-through of the 2024-2025 Self-Scoring Worksheet, an overview of each selection criteria, and changes since the last Multifamily Consolidated RFP/HTC funding round.

Reminder: Register for the Supportive Housing Technical Assistance Session to Learn More About the 2023 Supportive Housing Updates
You are invited to attend a technical assistance session on Wednesday, May 3, where attendees will learn more about the 2023 changes for applications that include supportive housing units.

The Multifamily Customer Portal facilitates the application and post-selection process for developers seeking funding from Minnesota Housing. Reminder: Intent to Apply Deadline is Thursday, May 11
The Intent to Apply (ITA) deadline for the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 is Thursday, May 11, 2023, by noon Central Time. The ITA is required for all 2023 Multifamily Consolidated RFP/2024 HTC Round 1 applications. Applicants that do not complete the ITA or meet this deadline will not be able to submit a full application and will not be considered for funding.
To meet the ITA deadline of Thursday, May 11 by noon Central Time, you must create a project and set up your project’s characteristics in the Multifamily Customer Portal. This document shows how to set up and change your project characteristics. The Intent to Apply tutorial is a short video on how to help applicants successfully submit an ITA.
There are no checklist items or costs associated with the ITA. Applicants can change their project’s characteristics up until Thursday, July 13, 2023, by noon Central Time, which is the full application deadline.

Review Portal Resources to learn more about the Multifamily Customer Portal and view trainings to help guide you through the submission process.

Update the Project Snapshot at Application fields with the latest information: When applicants create a project in the Multifamily Customer Portal, some high-level detail about the project, including proposal type(s), number of units and estimated construction and development costs, is provided. Update these fields under the Details tab to match the current project characteristics.

Scoring Wizard: Applicants must submit their final scoresheet in the Scoring Wizard by the application deadline. Applicants must press the “Verify and Submit” button in the Scoring Wizard for the application to be considered submitted. An email confirmation will be automatically sent from the Multifamily Customer Portal.

Use the 2023 Multifamily Workbook: Applicants for the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 must use the 2023 Multifamily Workbook. The workbook version date is located on the Instructions tab and is dated 03/13/2023 Ver 1.0. To avoid errors in the submission process, applicants must use the latest version that can be downloaded from the Portal.

Include the Property Number (D#) and Project Number(s) (M#) on applicable forms: On many Minnesota Housing forms, applicants are asked to provide a D# and an M#. The D# is a four-digit number assigned by Minnesota Housing that represents the property. Applicants will receive an email notification once a D# is assigned. The M# is a five-digit number that represents the project’s application. The Multifamily Customer Portal will automatically assign an M#, as well as a secondary M#, if applicants are submitting a dual application. Applicants need to list the primary M# in their workbook. Enter the secondary M# in the dual application workbook and, when applicable, the optional HIB Deferred-Only workbook.

Upload files as you go: The Multifamily Customer Portal requires applicants to upload a file to the corresponding checklist item. Do not wait until the last minute to upload all of the documents. The Multifamily Customer Portal and Scoring Wizard will not accept submissions after noon Central Time on Thursday, July 13, 2023.

Development Team Qualification Forms: All qualification forms must be submitted to mhfa.app@state.mn.us via the Multifamily Secure Upload Tool. For more information, visit the Development Team Qualification Forms webpage.

Application Fee: All applications must submit the $800 application fee.
- If mailing, the envelop must be postmarked on or before Thursday, July 13, 2023.
- If hand delivering, the deadline is Thursday, July 13, 2023, by 4:00 p.m. Central Time. Additional guidance on hand delivered application fees will be provided closer to the application deadline.

Click “Submit” when you are finished with your application checklist: Applicants must press the “Submit” button in the Multifamily Customer Portal for the application to be considered submitted. To submit the application, documents must be uploaded into every checklist item or indicate “Opted Out” if the checklist item is optional. Applicants will receive an email that confirms a checklist was submitted, the checklist status will change to submitted, and all checklist items will be locked.

Withdrawing Applications: If applicants decide not to submit an application, they must click the “Withdraw Project” button in the Multifamily Customer Portal. The button is located on the project page in the upper right corner of the screen. Applicants may withdraw their application in the Multifamily Customer Portal any time before the application deadline.

Metropolitan Council Local Housing Incentives Account Funding Available through the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 Funding Round
The Metropolitan Council announced a total of $2.5 million was approved for the Local Housing Incentives Account (LHIA). These dollars will be available in the multifamily deferred pool of financing in the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 funding round. Only projects located in participating cities that have enrolled in the Metropolitan Council’s LHIA program are eligible for these funds. Applications for LHIA funds must be submitted alongside a 2023 Multifamily Consolidated RFP/2024 HTC Round 1 application in the Multifamily Customer Portal and are due by Thursday, July 13, 2023 by noon Central Time.

Saint Paul Public Housing Agency Announces Project-Based Vouchers Available
The Saint Paul Public Housing Agency (PHA) is offering 125 Project-Based Vouchers (PBV), plus an additional 25 HUD Veteran Affairs Supportive Housing (HUD-VASH) PBV. The available 125 PBV may be used for the Family Unification Program (FUP), mixed-income, senior, and/or supportive housing projects. HUD-VASH PBV will be available for veteran housing. Applications will be accepted only through the 2023 Saint Paul PHA Voucher Application funding round in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, July 13, 2023.

The Multifamily Consolidated RFP team hosted a two-day event providing applicants with general and detailed information regarding the 2023 Multifamily Consolidated RFP/2024 HTC Round 1 funding round. Day 1 focused on information for applicants new to the process and Day 2 focused on new items and updates specific to the 2023 Multifamily Consolidated RFP/2024 HTC funding round.
