Minnesota Housing Welcomes Irene Kao as General Counsel
Minnesota Housing is pleased to welcome our new General Counsel, Irene Kao.
Most recently, Kao served as the Intergovernmental Relations Counsel at the League of Minnesota Cities. In this role, she led changes to eliminate structural racism and bias through advocacy and legal guidance, securing policies at the state and local levels in zoning/land use, housing, data practices and mental health.
Kao has extensive experience partnering with elected officials, city attorneys and other stakeholders to take ideas to execution.
Minnesota Housing Commissioner Jennifer Leimaile Ho says she is impressed by Kao’s extensive work, advocacy and passion for housing and social justice issues.
“Irene’s experience with public policy development, government relations and community engagement will enhance the Agency’s work,” says Ho. “Her commitment to equity in housing and beyond supports our goal for all Minnesotans to live in a safe, stable home they can afford.”
“I am excited to join Minnesota Housing,” says Kao. “The amazing work of the Agency is unparalleled in the country, and I am honored to be helping Minnesota Housing address statewide housing issues.”
Kao earned her Juris Doctor degree at Mitchell Hamline School of Law. She has received numerous prestigious awards, including being named an Attorney of the Year in 2020 by Minnesota Lawyer and Best Under 40 by the National Asian Pacific American Bar Association.
Kao succeeds Anne Smetak as the Agency’s General Counsel. Kao assumed her new role on November 28.
