Provide Feedback on Draft Supportive Housing Standards
The Supportive Housing Alliance, formerly known as the Stewardship Council, is an interagency working group whose purpose is to directly impact the creation, preservation, and stabilization of supportive housing as a key component in Minnesota’s work to prevent and end homelessness.
The Supportive Housing Alliance has embarked on a project to establish supportive housing standards and align service, operating and capital funding resources to strengthen and simplify the process for creating quality supportive housing across the state of Minnesota. In 2021, the Supportive Housing Alliance contracted with North Star Policy Consulting to engage with the community to develop supportive housing standards.
North Star Policy Consulting met with a deep bench of supportive housing providers, tribal and state leaders, and people with lived experience across the state to develop recommendations for supportive housing standards, which are described in this report. The Supportive Housing Alliance has used these recommendations to develop a draft of supportive housing standards, as well as an outline of operating guidelines that will provide more context, suggestions, and promising practices to successfully implementing the supportive housing standards. We are now circling back to stakeholders for feedback on the current draft. Please share your insight, expertise, and wisdom as we further refine the supportive housing standards.
How can I participate?
We welcome you to join one of our engagement sessions where we will facilitate discussion on the draft supportive housing standards. Registration is appreciated, but not required. Sessions will be held:
- Tuesday, September 27, 2022. 3:30 p.m. – 5:00 p.m. CT
- Wednesday, October 5, 2022. 11:00 a.m. – 12:30 p.m. CT
- Monday, October 17, 2022. 10:00 a.m. – 11:30 a.m. CT
On Friday, September 30, 2022, the Supportive Housing Alliance will also hold an engagement session at the Minnesota Coalition for the Homeless Conference in Duluth. Check the conference agenda for the time and location.

How will the final supportive housing standards apply?
The Supportive Housing Alliance will recommend that entities that fund supportive housing, including Minnesota Housing, adopt the new standards. Applicants for supportive housing will be expected to follow the standards as funding resources allow. The Alliance is also working to create a new funding alignment methodology that will commit services and operating funding at the same time that Minnesota Housing commits housing development financing.
