Single Family Application Tips
- Submit an electronic copy of the completed Consolidated RFP application materials, including all required documentation by noon on Thursday, July 14, 2022.
- Submit all files in one upload via Minnesota Housing’s Single Family Secure File Exchange (LeapFILE™) to impact.fund.mhfa@state.mn.us. Applicants should use the following naming conventions for each file: Organization Name Application Form Name (Example: “ABC Development Acquisition Rehab Resale Workbook”).

Review Portal Resources: Learn more about the Multifamily Customer Portal and view trainings to help guide you through the submission process.

Use the 2022 version of the Multifamily Workbook: Customers applying to the 2022 Consolidated RFP/2023 HTC Round 1 need to use the 2022 version of the Multifamily Workbook. You can check the workbook version date by navigating to the Instructions tab. The current version is dated 02.28.2022 Ver 1.0. To avoid errors in the submission process, applicants must use the latest version that can be downloaded from the Portal.

Include the Property Number (D#) and Project Number(s) (M#) on applicable forms: On many Minnesota Housing forms, applicants are asked to provide a D# and an M#. A D# is a four digit number assigned by Minnesota Housing that represents the property. Applicants will receive an email notification once a D# is assigned. The M# is a five-digit number that represents the project’s application. The Portal will automatically assign an M# and a secondary M# if applicants are submitting a dual application. Applicants need to list the primary M# in their workbook. Enter the secondary M# in the dual application workbook and when applicable, the optional HIB Deferred-Only workbook.

Update the Project Snapshot at Application fields with the latest information: When you created your project in the Portal you provided some high-level detail about the project including the proposal type(s), number of units, and estimated construction and development costs. Update these fields on a project’s Details tab to match your current project characteristics.

Scoring Wizard: Applicants must submit their final scoresheet in the Scoring Wizard by the application deadline. You must press the ‘Verify and Submit’ button in the Scoring Wizard for your application to be considered submitted. You will receive an email that confirms your scoresheet was submitted.
- The Scoring Wizard is a tool in the Multifamily Customer Portal that replaces the Excel version of the Self-Scoring Worksheet. Self-Scoring Worksheets from previous years, including excel versions, will not be accepted. To learn more, check out the training section on our Application Resources webpage.

Development Team Qualification Forms: All qualification forms must be submitted to mhfa.app@state.mn.us via the Multifamily Secure Upload Tool. For more information, visit the Development Team Qualification Forms webpage.

Application Fee: All applications must submit the $800 application fee.
- If mailing, it must be postmarked as of Thursday, July 14, 2022.
- If hand delivering, the deadline is 4:00 p.m. CT on Thursday, July 14, 2022. There will be a staff person available from 8:30 a.m. – 4:00 p.m. on Thursday, July 14, 2022. There isn’t elevator access to Minnesota Housing’s office so please call 651.296.9832 when you arrive and a staff person will meet you on the first floor of the Treasure Island building at the elevator.

Upload files as you go: The Portal requires applicants to upload a file to the corresponding checklist item. Do not wait until the last minute to upload all these documents! The Portal and Scoring Wizard will not accept submissions after noon on Thursday, July 14.
- Click ‘Submit’ when you're done with your application checklist: You must press the ‘Submit’ button in the Multifamily Customer Portal for your application to be considered submitted. The submit button only appears within the application checklist when documents are uploaded to every checklist item or you have indicated ‘opted out’ if the checklist item is optional. You will receive an email that confirms your checklist was submitted, the checklist status will change to submitted, and all checklist items will be locked.

Application Signatures: Minnesota Housing will accept electronic signatures on application materials. See the Multifamily Application Instructions: Consolidated RFP and HTC Rounds 1 and 2 for more information.

Withdrawing Applications: If you do not intend to submit your application, you must click the ‘Withdraw Project’ button in the Portal. The button is located on the project page in the upper right corner of the screen.
- Submit your application early if it is complete!

Funding Recommendations
After applications are received and reviewed, all funding recommendations are subject to approval by the Minnesota Housing board of directors. The selection date is anticipated to occur at the December 15, 2022 board of directors meeting and the date will be posted on Minnesota Housing’s website. Public funding partner proposal recommendations will be made at their respective board meetings.

St. Paul Public Housing Agency (PHA) is offering 40 United States Department of Housing and Urban Development Veteran Affairs Supportive Housing (HUD-VASH) Project-Based Vouchers (PBVs). Applicants must apply through Minnesota Housing’s Multifamily Customer Portal by noon on Thursday, July 14. Read our June 1 eNews for more information and instructions on how to apply.
