2024-2025 Qualified Allocation Plan: Public Comment Period Now Open and Engagement Opportunities
Minnesota Housing is pleased to announce that the proposed 2024-2025 Qualified Allocation Plan (QAP) and Self-Scoring Worksheet are now available for review. The 2024-2025 QAP sets the overall funding priorities for the 2023 and 2024 Multifamily Consolidated Request for Proposals (RFP) and all 2024 and 2025 Housing Tax Credit (HTC) funding rounds. The formal comment period for the QAP is open through 5:00 p.m. CT on Wednesday, June 29, 2022.
For the 2022-2023 QAP and Self-Scoring Worksheet, Minnesota Housing engaged with over 400 interested parties across the state in 2020. We incorporated significant policy changes and made substantive changes to many scoring criteria as a result of the community engagement work. The 2021 Consolidated RFP was the first funding round based on the 2022-2023 QAP and Self-Scoring Worksheet, and we are just beginning to see the results from those changes.
After further engagement work from November 2021 through January 2022, the proposed changes to the 2024-2025 QAP are more targeted to areas where we can continue to leverage our equity work, expand and clarify our policies, and streamline our processes.
We encourage you to review the proposed QAP and Self-Scoring Worksheet changes, participate in upcoming engagement opportunities, share ideas and feedback with us, and provide public comments by the comment period deadline of 5:00 p.m. CT on Wednesday, June 29, 2022.

Minnesota Housing will review and consider feedback and public comments submitted during the public comment period. Our timeline allows for careful consideration and review of all public comments, including a second public comment period in the fall. Presentation and final action on the 2024-2025 QAP and Self-Scoring Worksheet are expected to occur at Minnesota Housing’s board meeting in November 2022.
