Important Updates to the HOME-ARP Allocation Plan and Implementation Plan Request for Proposals
On Monday, April 11, 2022, Minnesota Housing published a Request for Proposals (RFP) inviting interested parties to submit proposals for the purpose of developing and executing a HOME-American Rescue Plan (HOME-ARP) Allocation Plan that will be submitted to the U.S. Department of Housing and Urban Development (HUD) for approval. The HOME-ARP Allocation Plan will include the creation of a needs assessment, a gaps analysis, recommendations of HOME-ARP activities that Minnesota Housing would consider, and an implementation plan for carrying out those activities.

- The deadline for responses to the RFP has been extended to 5:00 p.m. on Tuesday, May 24, 2022.

RFP Submission Instructions
Proposals in response to this RFP must be submitted as a separate PDF, along with all required attachments and RFP Addendum. All materials must be clearly marked “Cost Detail” and must include the applicant’s name and organization name.
Submit proposal materials via email to jessica.deegan@state.mn.us no later than 5:00 p.m. CT on Tuesday, May 24, 2022. Proposals submitted after this deadline, or those that are faxed or mailed, will not be considered.

Background on HOME-ARP
The American Rescue Plan (ARP) Act of 2021 appropriated $5 billion to be administered by the United States Department of Housing and Urban Development (HUD) under the HOME Investment Partnerships Program (HOME) to increase housing stability by assisting individuals, households or other vulnerable populations who are homeless or at risk of homelessness.
Minnesota Housing anticipates receiving approximately $31 million of HOME-ARP funding, of which up to 15% can be used for planning and administrative purposes.
HUD Issued Notice CPD-21-10 establishing a required planning, engagement and analysis process that must be completed and approved by HUD before HOME-ARP funds are made available. Minnesota Housing will begin the planning process to determine program design elements including, but not limited to, activities that will be allowed under the program, eligible recipients, and how and when funds will be made available. There will be opportunities for all interested stakeholders to provide input, respond to survey questions and help shape Minnesota Housing’s HOME-ARP program design.
