Important Dates
2022 Multifamily Consolidated Request for Proposals (RFP)/2023 Housing Tax Credits (HTC) Round 1 Submission Deadlines
The expected dates are:

Thursday, April 28 by noon CT: Pre-application for Innovative Construction Techniques and Section 811 PRA due.

Thursday, May 5: Applicants will be notified of Innovative Construction Techniques and Section 811 PRA program eligibility.

Wednesday, May 11: Deadline to submit a Request for Action (RFA) to modify existing Minnesota Housing debt.

Thursday, May 19 by noon CT: Intent to Apply (ITA) deadline - required for all Multifamily applications (date may change based on state legislative actions). Please be aware that projects that do not meet this deadline will not be able to apply.
NOTE: To meet the ITA deadline by noon on May 19, you need to create a project and setup your project’s characteristics in the Multifamily Customer Portal. Unlike previous years, there are no checklist items associated with the 2022 ITA.

Thursday, July 14 by noon CT: Multifamily application deadline including site control, qualification forms and financials.
NOTE: The application fee is also due by this date.

Thursday, December 15: Minnesota Housing Board meeting to approve selections.
Register for 2022 Consolidated RFP/2023 HTC Scoring Wizard and Self-Scoring Worksheet Trainings
Scoring Wizard
The Scoring Wizard is a tool within the Multifamily Customer Portal that replaced the Excel version of the Self-Scoring Worksheet. Minnesota Housing is hosting one training opportunity. This training will cover how to complete a project’s scoresheet in the Scoring Wizard in the Multifamily Customer Portal for the 2022 Multifamily Consolidated RFP and 2023 HTC Round 1. Applicants are required to submit their Scoring Wizard scoresheet as part of their application. While much of this training will focus on the Scoring Wizard, we will also briefly cover what’s new in the Portal, how to create your project, manage your application checklist and share important reminders to avoid common mistakes.
This training will be recorded and posted in the Training section on the Multifamily Application Resources webpage.

Minnesota Housing is committed to providing training on the Self-Scoring Worksheet. In addition to one-on-one and project-specific technical assistance, the following live training opportunities will be hosted to provide an in-depth look at the scoring sheet and supporting documentation requirements.

Multifamily Consolidated RFP and Technical Assistance Kickoff Event Recordings Coming Soon
Thank you to everyone who attended Minnesota Housing’s Consolidated RFP and Technical Assistance Kickoff event on April 19 and 20. For those who were unable to attend and for those who attended but need a refresher on what they learned, the recordings and slides will be posted very soon in the training section on our Application Resources webpage. We will also send an eNews when they are available to view.
Innovation Construction Techniques and Section 811 Project-based Rental Assistance Pre-Application Deadlines
Pre-applications for Innovative Construction Techniques (ICT) and Section 811 Project-based Rental Assistance (PRA) are due by 12:00 p.m. CT on Thursday, April 28 in the Multifamily Customer Portal. Minnesota Housing will review pre-applications and inform applicants of their status no later than Thursday, May 5. Read this eNews for more information about submission deadline and instructions.

In Case You Missed It: 2022 Building Standards Documents Released
Minnesota Housing’s 2022 Design/Construction Standards, guides and documents have been updated and published on the Building Standards webpage and are ready to use with the 2022 Multifamily Consolidated RFP/2023 HTC. Development teams are required to incorporate the 2022 versions of these documents when submitting this year’s applications.

REMINDER: Projects with Existing Minnesota Housing Debt
If a preservation project has existing Minnesota Housing debt that you want counted under Financial Readiness to Proceed/Leveraged Funds in the Self-Scoring Worksheet, contact the Request for Action (RFA) team no later than Wednesday, May 11, 2022. If you don’t contact us by this date, Minnesota Housing staff may not have time to process your request, which could impact scoring.

Multifamily Income and Rent Limits Coming Soon
The United States Department of Housing and Urban Development (HUD) published FY2022 income limits for the Section 8 program and the Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credits and Tax-Exempt Bond financed properties. Per HUD, these limits have an effective date of April 18, 2022. Minnesota Housing uses the HUD published limits to compute income and rent limits for all its loan programs. We will post 2022 income and rent limits on this webpage as soon as we are able and will send an eNews when updated limits are available.
HOME and National Housing Trust Fund (NHTF) income limits follow approximately a month later so owners must use FY2021 HOME and NHTF limits until HUD releases FY2022 limits for these programs. Minnesota Housing will send an eNews when these updated limits are available on our website.

Training Opportunity: Mental Health Awareness and De-escalation for Property Management Staff
Minnesota Housing and Minnesota Department of Human Services are pleased to sponsor this free training provided by the People Incorporated Training Institute.
WHO
This training is for affordable housing property management staff, with particular emphasis on management staff at properties that have supportive housing units. Please forward to staff who may want to attend.
WHAT
There are four sessions to choose from:
- Crisis Management Part 1: Mental Health Awareness
- Crisis Management Part 2: De-escalation
- Tenants and Trauma
- Crisis Management: Mental Health Awareness and De-escalation
WHEN AND WHERE
These sessions will be online webinars or in-person as indicated for each course. There is space for 100 individuals in each session.
Registration is now open for sessions in May and June.
