Announcing Minnesota Housing's HOME Investments Partnerships Program - American Rescue Plan (HOME-ARP) Request for Proposals to Develop and Execute the HOME-ARP Allocation Plan
The American Rescue Plan (ARP) Act of 2021 appropriated $5 billion to be administered by the United States Department of Housing and Urban Development (HUD) under the HOME Investment Partnerships Program (HOME) to increase housing stability by assisting individuals, households or other vulnerable populations who are homeless or at risk of homelessness.
Minnesota Housing anticipates receiving approximately $31 million of HOME-ARP funding, of which up to 15% can be used for planning and administrative purposes.
HUD Issued Notice CPD-21-10 establishing a required planning, engagement and analysis process that must be completed and approved by HUD before HOME-ARP funds are made available. Minnesota Housing will begin the planning process to determine program design elements including, but not limited to, activities that will be allowed under the program, eligible recipients, and how and when funds will be made available. There will be opportunities for all interested stakeholders to provide input, respond to survey questions and help shape Minnesota Housing’s HOME-ARP program design.
A Request for Proposals (RFP) was published in the State Register on April 11, 2022 inviting interested parties to submit proposals for the purpose of developing and executing a HOME-ARP Allocation Plan that will be submitted to HUD for approval. The HOME-ARP Allocation Plan will include the creation of a needs assessment, a gaps analysis, recommendations of HOME-ARP activities that Minnesota Housing would consider, and an implementation plan for carrying out those activities.
Proposals in response to this RFP must be submitted as a separate PDF, along with all required attachments. All materials must be clearly marked “Cost Detail” and must include the applicant’s name and organization name.
Submit proposal materials via email to jessica.deegan@state.mn.us no later than 5:00 p.m. CT on Tuesday, May 10, 2022. Proposals submitted after this deadline, or those that are faxed or mailed, will not be considered.
