The Shelter Outbreak Response Fund (FRF-Shelter) from the DHS Office of Economic Opportunity (OEO) continues to be available to support rapid responses to outbreaks in shelters and other temporary congregate settings for people experiencing homelessness or domestic violence. There are two changes to the funding:
- Beginning April 16, 2022, OEO will no longer fund requests for expenses incurred before March 1, 2022, and
- Hazard pay requests will only be eligible if settings have an active outbreak.

Last week, the Governor and Lt. Governor released the revised Walz-Flanagan Budget to Move Minnesota Forward. The revision accounts for the recent economic forecast from Minnesota Management and Budget (MMB) and proposes investments to expand economic opportunity, protect Minnesotans’ health and safety, and support children and families. The revised budget includes two specific additions to the housing stability package:
- An additional $20 million in investment – for an overall investment of $115 million over three years – to the Emergency Services Program (ESP) for needed resources to emergency shelter services statewide. The additional funds are specifically intended to help support continuity in settings and programs supported with temporary funding sources.
- Establishment and $200,000 to support a legislatively chartered task force of stakeholders to develop and report to the legislature on recommendations for the roles and responsibilities that should be borne by different levels of government for responding to homelessness.
