On September 16, 2021, the United States Department of Housing and Urban Development (HUD) Office of Housing published Housing Notice 2021-5, “Continued Availability of Funds for COVID-19 Supplemental Payments (CSPs) for Properties Receiving Project-Based Rental Assistance under the Section 8, Section 202 or Section 811 Programs.”
HUD is making Coronavirus Aid, Relief, and Economic Security (CARES) Act funds available to offset property expenditures to combat the effects of COVID-19. Please read the HUD Published Frequently Asked Questions about COVID-19 Supplemental Payments.

This eNews outlines funds that are available for properties receiving project-based rental assistance under Section 8 (both TCA and PBCA).
The supplemental payments for Round 4 may cover costs incurred between April 1, 2021 – October 31, 2021 related to:
- Additional cleaning and disinfecting services and supplies
- Additional staff to address COVID-19 related needs
- Increased costs for supplies, personal protective equipment (PPE) and other expenses to help keep properties safe for residents
- Incremental costs for HVAC system ventilation and filtration upgrades (NEW)
- Emergency generators to protect vulnerable elderly residents from the exposure risk associated with evacuations/displacement (NEW)
- Broadband Wi-Fi infrastructure; does not include monthly service fees (NEW)

What You Need to Know:
- There are now four time frames:
- March 27 – July 31, 2020
- August 1 – November 30, 2020
- December 1, 2020 – March 31, 2021
- April 1, 2021 – October 31, 2021
- If you have not applied for ANY CSP funds, you can submit a HUD Form 52671-E claim for the time frame of March 27, 2020 – October 31, 2021.
- If you have applied in previous rounds, you may apply again for expenses incurred in prior time frames that were not previously reimbursed.
- If you are applying for ALL time frames and your total claim amount is UNDER the Standard CSP cap (refer below), submit a HUD Form 52671-E claim on one form.
- If you are applying for ALL time frames and your total claim is OVER the Standard CSP cap (refer below), submit a separate HUD Form 52671-E claim for each time frame.
HUD Form 52671-E has been updated to include the time frame changes.
Two Categories of CSP Requests for which Properties May be Eligible (previously known as Tier I and Tier II):
Standard CSP
Payments are standardized and are primarily intended to help offset costs for COVID-19 prevention and preparation:
- $2,500 base amount per property, plus $70 per assisted unit (25% increase from past rounds),
- $1,000 additional per property allowance for properties specified to house elderly residents, and
- Up to $1,250 additional allowance for properties with a budget-based service coordinator program (decrease from past rounds).
- Financial need requirements for this round have been relaxed for the fourth time frame (April 1 – October 31, 2021) only
- Maximum amount of $25,000 for the Standard CSP; anything exceeding this will require additional eligibility and supporting documentation
Exceeding Standard CSP
- Owners requesting amounts above the Standard CSP cap must provide a brief explanation of the conditions that necessitated the expenditures. Narratives should explain how COVID-19 risks at the property justify the higher amounts requested. This may include the number of residents reporting infection, any required quarantines, known exposure at the property, community infection rates and local health directives. Narratives also must describe specific activities taken in response to such conditions.
- Supporting documentation for expenses and demonstrated level of need is required only for payment requests above the Standard CSP request level. Receipts, payroll documentation, or other record of payment must be provided for any form line-item totals that exceed $500. Documentation is required for all expenses on these lines and not just for the portion of expenses that exceed the Standard CSP cap amounts. Supporting documentation must be clear, concise, and well-organized (i.e., clearly labeled by form line-item).
All claim submissions must be emailed directly to Minnesota Housing at mn-csp@state.mn.us for processing. Submissions MUST be received no later than 11:59 p.m. on Friday, November 19, 2021.
NOTE: Incomplete claim submissions will be rejected unless corrections are made within two business days after Minnesota Housing has notified you of errors.
