Recapping the 2026 Legislative Session with Rep. Allen

Legislative Update

Dear friends and neighbors,

The 2026 legislative session came down to the final hours at the Capitol. With a tied House and a narrow one-seat Senate majority, neither party controlled the agenda outright. Every outcome required negotiation, compromise, and constant scrutiny.

That balance of power shaped the entire session. It also meant something simple but important: many of the tax increases and government expansions proposed this year did not become law due to Republicans holding the line, and many proposals for tax cuts and other affordability measures did not pass due to Democrats standing in the way. This is unfortunately just the reality of the tied House, and I am happy to break down the outcomes for you here.

Keeping Focus on Tax Relief

With no single party in full control, Republicans were able to secure targeted tax relief for Minnesotans who are feeling the pressure of higher costs. The property tax refund was expanded to provide additional, one-time relief for homeowners. Vehicle tab fees were also reduced on a one-time basis to help ease the burden on drivers.

These changes may not solve every challenge, but they provide real relief and would not have been included if Democrats had full control of state government. We also supported efforts to modernize county IT systems to improve efficiency and reduce waste. All of these changes put together will help relieve everyday pressure and costs on taxpayers, even if just for a year. Without a tie in the House and Republicans standing strong, these things would not have happened.

Accountability and Fraud

This session also addressed ongoing concerns about fraud in state government. The Legislature passed, and the Governor signed, the creation of an independent Office of the Inspector General. This new office has law enforcement authority and is designed to operate outside of the Governor’s control to ensure independent investigations of fraud and misuse of public funds. It is a step forward, but accountability depends on results, not just structure. We will keep an eye on the progress of this office and determine if additional action is needed to address the fraud crisis moving forward.

What Was Blocked

A number of proposals that would have increased costs for Minnesotans were stopped. These included a new top income tax bracket, a broad wealth tax affecting farms and businesses, and increases in vehicle registration fees. We also opposed proposals that raised serious constitutional concerns, including sweeping gun control measures that would have impacted law-abiding gun owners and recreational shooters, such as high-school trap athletes. 

Another horrible DFL proposal that we were able to stop was a costly climate supertax that would have taxed Minnesota families $35,000 over 5 years. This proposal was supposed to get back at oil and gas companies for "climate change" that they have caused since 1995. I spoke about the negative impacts that this would have when it came up on the floor a few weeks ago. You can watch my comments here.

It is important to recognize the things that Democrats would have rammed through if they had full control: sweeping gun control, increased taxes (i.e. climate supertax), and no accountability for fraud. I am proud of the work that we accomplished under such unique and difficult circumstances. 

Looking Ahead

The session is complete, but the priorities remain unchanged: protect taxpayers, strengthen accountability, and defend constitutional rights.
