Dear Friends and Neighbors,
As the legislative session heads into its final stretch, work at the Capitol continues to move quickly. This week included several major developments, from advancing new tools to fight fraud in state government to passing legislation focused on transparency, education funding, housing, and energy. I also had the opportunity to help move forward bills that came directly from conversations with local leaders and residents back home about the challenges our communities are facing. We are heading into our final week of session, and are still working hard to advance our priorities that will make Minnesota more safe and affordable!
Passing the OIG bill
One of the biggest priorities this session was passing the independent Office of the Inspector General bill, and I was proud to help get that done. For too long, Minnesotans have watched fraud happen in state programs with little accountability and not enough action to stop it. This bill creates an independent office outside of the Governor’s administration with real law enforcement authority to investigate fraud, waste, and abuse across state government. The goal is simple: protect taxpayer dollars and restore trust that state programs are being properly overseen. This office will serve as an independent watchdog focused on making sure fraud is identified, investigated, and addressed instead of ignored or buried inside the same agencies responsible for overseeing the programs.
Over the past several years, Minnesotans have watched one fraud scandal after another unfold within state programs, costing taxpayers hundreds of millions of dollars and badly damaging public trust. Time and again, concerns were raised early, but oversight systems failed to respond quickly or effectively enough to stop the abuse. That is exactly why the independent Office of the Inspector General is needed. Oversight cannot rely solely on agencies policing themselves. The OIG creates an independent watchdog outside of the Governor’s administration with the authority to investigate fraud, follow the facts, and take action when taxpayer dollars are being misused. If Minnesota is serious about preventing future fraud, there has to be accountability and independent enforcement behind it.
 Shakeup in DHS Leadership?
This week brought another leadership shakeup at the Department of Human Services, which effectively changes nothing. DHS Commissioner Shireen Gandhi was removed from the agency’s top position and reassigned as deputy commissioner for Medicaid Programming just one day before her scheduled Senate confirmation hearing. The timing strongly suggests there were not enough votes to confirm her, raising serious questions about confidence in the agency’s leadership and direction.
At the same time, Governor Walz named John Connolly as the new DHS Commissioner. However, Connolly is expected to be on medical leave for approximately six weeks while undergoing treatment for colon cancer. During that time, Gandhi will continue serving in a major leadership role and is expected to function as the acting head of the department during the transition period.
The situation has understandably raised concerns given DHS’s recent history. Gandhi has been part of the department’s leadership during years in which Minnesota experienced some of the largest fraud scandals in state history. Many Minnesotans are frustrated by the repeated failures to detect and stop fraud before millions of taxpayer dollars were lost.
Again, this is exactly why stronger independent oversight is needed. Leadership changes alone will not restore trust if the underlying accountability problems are not addressed. Minnesota needs systems in place that can independently investigate fraud and hold agencies accountable regardless of who is in charge.
