Dear Friends and Neighbors,
We reached the third committee deadline this week, one of the key checkpoints of the legislative session. Bills that did not advance out of committee by this point are largely set aside, and attention now shifts to the final stages of the process. With just four weeks remaining, the pace at the Capitol is picking up quickly. As we move towards our constitutional adjournment date, we remain focused on advancing our key legislative priorities and focusing on the bills that will make a positive impact in the community.
HF3900
One of the bills I am proud to be authoring this session is HF3900, which makes an important update to how Minnesota manages and distributes earnings from the Permanent School Fund. The Permanent School Fund is a long-standing financial resource for Minnesota's school districts, and this bill modernizes the way its earnings are calculated and distributed.
Currently, the fund's distributions are based on interest and dividends earned in a given year, which can fluctuate significantly and creates uncertainty for schools trying to plan their budgets. HF3900 would change that calculation to a more stable, predictable model, distributing 4.5 percent of the fund's average net asset value over the preceding three fiscal years. This approach is commonly used by endowments and long-term investment funds to ensure consistent distributions while also preserving the fund's purchasing power for future generations.
Because this change requires amending the Minnesota Constitution, the bill would place the question before voters at the 2026 general election. If approved by voters, the new distribution policy would take effect on January 1, 2027.
This week, HF3900 had a hearing in the Rules Committee, which is an important step forward in the legislative process. I am encouraged by the progress and will continue to push for this bill to move forward. Our schools deserve a reliable, sustainable stream of funding from a resource that has been set aside for their benefit, and this is a commonsense step toward providing it.
Advocating for Local Projects
This week, I presented a bonding bill HF4590, to the Capital Investment Committee. These proposals focus on critical infrastructure needs that support both public safety and long-term economic strength in our region. HF4590 focuses on municipal infrastructure improvements in Tamarack, investing in essential public assets that support safety, reliability, and long-term community development. This bill reflects practical, locally driven priorities that came directly from conversations with communities about what they need to grow and function effectively, and I will keep you updated on any progress on this bill.
Continuing the Work for Housing
HF1141 was introduced to the Housing Committee this week and focuses on expanding housing opportunities while strengthening accountability and oversight. The bill supports the development of new housing across Greater Minnesota, particularly in rural communities and growing areas where workforce shortages are tied to limited housing options. It also includes initiatives aimed at supporting vulnerable populations, including a senior home sharing pilot program designed to help older Minnesotans remain in their homes while creating additional housing opportunities. By encouraging housing development that aligns with job growth and community needs, the bill helps bolster workforce development, support local economies, and ensure Greater Minnesota communities have the tools they need to grow and thrive.
After a unanimous committee vote, I am proud to see this legislation moving forward as part of a continued commitment to addressing Minnesota’s housing needs.
